Shijiazhuang Sihua Pharmaceutical Co., Ltd. is now launching a tender for logistics and transportation services related to the sale of pharmaceutical products (such as infusion solutions, tablets, capsules, and more). We hereby announce details concerning this logistics tender and warmly invite qualified logistics service providers—especially those with large, in-house fleets—to submit their bids. Our company reserves the right to adjust the bidding procedures and content based on the actual business conditions of the company. Bidding companies will serve as an important reference for any future bidding projects our company may undertake. Prior to the formal execution of the contract, none of the provisions in the documents shall constitute any commitment or warranty on the part of our company.
I. Tender Project
Truckload and less-than-truckload (LTL) transportation from Shijiazhuang to all parts of China via highway, rail, sea, and small-ticket LTL services.
II. Project Overview
1. Modes of transportation: road transport, rail transport, sea freight, and less-than-truckload (LTL) shipments;
2. Shipping Time: Sign an annual contract;
3. Transportation Route: Designated route transportation, capable of serving one or more provinces;
4. Scope of Transportation: Pharmaceuticals (infusion solutions, tablets, capsules, etc.);

6. Vehicle Requirements: Vehicles transporting general goods must hold operating qualifications, meet pharmaceutical loading requirements, and be dispatched promptly. They must be free from damage, deformation, or dirt, and full cargo insurance coverage must be obtained.
3. Bidding Requirements
1. Bidding units must have independent legal personality (registered capital of RMB 2 million or more);
2. Bidding units must provide photocopies of the following documents: a copy of the business license (integrated three certificates into one), a road transport permit, an account-opening permit, and the ID card of the company’s legal representative. If the bidder is not the legal representative himself/herself, a letter of authorization from the legal representative and the bidder’s own ID card must also be provided. All the above-mentioned qualifications and documents must be stamped with the official seal of the bidding unit.
3. Bidding units must have sufficient capacity to undertake the transportation contract, enjoy a good credit standing, and have no adverse records as verified through the “Discredited Persons Subject to Enforcement” portal on the China Enforcement Information Disclosure Website (website: http://zxgk.court.gov.cn). They must also have no significant records of illegal or non-compliant activities in their business operations. Furthermore, they must guarantee that they will complete the transportation of bid-winning goods to the designated stations with guaranteed quality, sufficient quantity, timeliness, and accuracy, as required by the tendering party.
4. Bidding entities must possess the financial, technical, and managerial capabilities necessary to fulfill the contract.
5. The bid-opening personnel designated by the bidding entity shall be familiar with the transportation requirements for the products on the lines being bid for and able to provide clear and accurate responses to any cooperation-related questions raised by the tendering party. Otherwise, such entity will be deemed as not taking this tender seriously, and the tendering party reserves the right to disqualify it from bidding based on the on-site situation.
6. Units that have passed the registration review and are eligible to participate in this bid must, prior to submitting their bids, pay a bid bond of RMB 50,000 as required by the tendering entity.
7. This tender does not accept joint bids from multiple logistics companies, nor does it allow subcontracting of the awarded contract after winning the bid.
8. Bidding companies must pass the qualification review conducted by the tendering entity.
9. Settlement Period: Subject to the terms of the winning bid contract.
10. After the successful bidder signs the contract, the performance bond to be collected from the winning bidder shall be no less than RMB 100,000 (subject to the specific terms of the awarded contract). If the winning bidder withdraws its bid after winning the tender or fails to complete the contractual procedures within the agreed time frame following the issuance of the award notice, the procuring entity shall have the right to unilaterally terminate the cooperative relationship. The notice of termination shall take legal effect upon delivery to the winning bidder, and the bid bond will not be refunded. Moreover, the procuring entity may re-tender for the project. During the term of cooperation, if the winning bidder breaches the contract or fails to meet the requirements of the bidding process, the procuring entity shall have the right to terminate the cooperative relationship without refunding the performance bond.
IV. Explanation of Tender-Related Matters
Registration Channel: This tender accepts only email registrations. Interested bidding entities must send their registration materials to 41250966@qq.com by 24:00 on March 26, 2023. The required registration materials are as follows:
1. Qualification Review: The procuring entity will conduct a qualification review based on the materials provided by the logistics enterprises and will notify those logistics enterprises that meet the requirements to obtain the tender documents (free of charge) so they can participate in the subsequent bidding process.
2. Payment of Bid Bond: After passing the qualification review, bidding units shall pay a bid bond of RMB 50,000 via bank transfer.
3. Submission Deadline for Bids: Those logistics companies that have obtained the tender documents (free of charge) and meet the eligibility requirements may submit their bids within three working days via postal delivery or in-person submission, providing three copies in total (one original and two duplicates), which must be sealed. The bid documents shall be submitted both in hard copy and in electronic format—on a USB drive in EXCEL format. All paper-based documents must be stamped with a seal along the binding edge. For details on the required contents of the bid documents, please refer to the tender documents provided by the procuring entity.
4. The bidding evaluation, negotiation, and awarding of the contract shall be conducted by the bidding committee of the procuring entity, which will determine the shortlisted logistics providers and the ultimately awarded logistics provider.
5. Notification of bid-winning results: Within three business days after the evaluation is completed;
6. Method of announcing the winning bid: The procuring entity will notify the winning logistics company in the form of a notice of award.
7. After winning the bid, the successful bidder shall sign an annual contract. During the cooperation period, both parties shall strictly adhere to the terms of the relevant contract. The procuring entity may, according to its own needs, select the successful bidder or other transportation providers, and the procuring entity makes no commitment whatsoever regarding the volume of cooperation.
8. Return of the bid bond: Within 7 working days after the successful bidder is determined, the bid bond will be returned without interest to the original remittance account. (If it is found that a bidder has engaged in malicious bidding behavior such as bid rigging, collusion, intentional price suppression, or failure to fulfill the contract after winning the bid, the bid bond will not be refunded upon verification.)
9. A bid shall be deemed invalid if any of the following circumstances occur:
(1) Illegal or non-compliant acts that compromise the fairness of the bidding process;
(2) The bids submitted by all bidding units exceeded the procuring entity’s budget price.
(3) The bidding task has been canceled due to a major unforeseen circumstance.
