On the morning of March 20, Deng Peiran, Deputy Secretary of the Shijiazhuang Municipal Party Committee and Mayor, conducted a research visit to the production area of the company’s development zone, emphasizing the thorough implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly carrying out the spirit of the National “Two Sessions,” and following the decisions and deployments of the Provincial Party Committee, the Provincial Government, and the Municipal Party Committee. The visit focused on addressing prominent issues, adhering to targeted measures, and promoting the sustained, healthy, and robust development of the industrial economy.

On the morning of March 20, Deng Peiran, Deputy Secretary of the Shijiazhuang Municipal Party Committee and Mayor, conducted a research visit to the production area of the company’s development zone, emphasizing the thorough implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly carrying out the spirit of the National “Two Sessions,” and following the decisions and deployments of the Provincial Party Committee, the Provincial Government, and the Municipal Party Committee—while focusing on problem-oriented approaches and adhering to targeted measures—to promote the sustained, healthy, and robust development of the industrial economy.

Deng Peiran conducted on-site inspections of the company’s Pharmaceutical Research Institute. At each location, he carefully learned about the company’s innovation and development status, asking questions about its product structure adjustments, technological upgrades, and independent R&D efforts. He paid close attention to the difficulties and challenges faced by the company’s development, repeatedly inquiring about the company’s specific demands and offering suggestions for government work.

Deng Peiran pointed out that, influenced by multiple factors, the growth rate of large-scale industrial enterprises across the city has slowed down since the beginning of this year, and downward pressure has intensified. Relevant departments must conduct in-depth analysis and assessment, identify the root causes, address issues at their source, make every effort to break through bottlenecks, tap into the full potential for enterprise development, and promote high-quality development of the industrial economy. Leading cadres at all levels must earnestly implement the “Mayor’s Direct Channel” system, deliver a “policy service package” tailored to Shijiazhuang to entrepreneurs, and serve as dedicated assistants to enterprise development. All departments and at all levels should regard strengthening coordinated services for enterprises as a concrete manifestation of implementing General Secretary Xi Jinping’s instructions on supporting the development of the real economy, as a practical action to prioritize development, and as a real test of the “Three Deepenings and Three Enhancements” campaign and the efficiency revolution within government agencies. They should address whatever problems arise, prioritizing those that are most pressing, and vigorously create a favorable business environment, ensuring that the industrial economy is firmly grasped and yields tangible results.

Deng Peiran emphasized that industry is the foundation of economic and social development and the cornerstone of regional prosperity. In carrying out economic work, we must firmly focus on industry as the core. All levels and departments should provide strong support to accelerate the development of the industrial economy, strengthen the coordination and management of industrial economic operations, address existing shortcomings, catch up with the pace of others, and continuously enhance the quality and efficiency of development. We must pay close attention to ongoing industrial projects, adopt “list-based” management, step up assistance and guidance, and ensure that these projects start construction early, begin production early, achieve effectiveness early, and make contributions early. The statistical authorities should strengthen their coordination and scheduling of enterprises’ inclusion in statistical surveys, adhere to truthfulness and objectivity, enforce strict legal oversight, and ensure that all eligible enterprises are properly included in the statistics.

Deng Peiran pointed out that enterprises at large should earnestly strengthen brand building, using brands to drive innovation, enhance quality, expand markets, and accelerate development. They should focus on the key core areas and missing links in the industrial chain, identify breakthroughs and growth opportunities, optimize their industrial product systems through industrial design, establish innovative R&D platforms, and enhance their capacity for innovation and R&D. This will ensure that industries move toward higher quality and greater value-added, comprehensively boosting their industrial and economic competitiveness. Enterprises must firmly establish a strong safety awareness, rigorously implement the responsibility system for safe production, and resolutely prevent major safety accidents from occurring.
