On December 30, 2021, Shijiazhuang Sihua Pharmaceutical Group held a grand press conference to announce its strategic goals for 2022. Qu Jiguang, Chairman of the Group’s Board of Directors, and mid- to senior-level managers from all subsidiaries gathered together to unite their efforts and outline a new blueprint for the group’s high-quality development. The conference was chaired by Shi Jianhui, Secretary of the Group’s Party Committee and Executive President.
Continuing forward to open up new horizons and striving ahead with determination to write a new chapter—on December 30, 2021, Shijiazhuang Fourth Pharmaceutical Group solemnly held its 2022 Strategic Goals Release Conference. Chairman Qu Jiguang of the Group’s Board of Directors and mid-to-senior-level managers from all subsidiaries gathered together, pooling their wisdom and strength to outline a new blueprint for the Group’s high-quality development. The conference was chaired by Shi Jianhui, Secretary of the Group’s Party Committee and Executive President.
At the meeting, Wu Hengyao, President of the Group, delivered a work report on the formulation of 2022 guidelines and objectives. He systematically reviewed the Group’s production and operational activities in 2021 and provided a detailed explanation of the preparation process for the 2022 guidelines and objectives.
The heads of the Pharmaceutical Division, Active Pharmaceutical Ingredient Division, Central Procurement Center, R&D Center, Strategic Development Center, and Manufacturing Center—as well as key executives from subsidiaries such as Jiangsu Bosheng Medical New Materials, Guangxiang Pharmaceutical, and Guolong Pharmaceutical—each provided detailed reports on the completion status of their 2021 goals and targets, as well as on their 2022 tasks, specific implementation measures, innovative initiatives, and timelines. Group leaders Qu Jiguang, Su Xuejun, and Wu Hengyao offered comments and guidance.
After listening to the policy and target announcements from various centers, business units, and subsidiaries, Qu Jiguang, Chairman of the Group’s Board of Directors, delivered an important speech to the conference. He pointed out that in 2021, under the united and collaborative efforts of everyone in the Group, we seized opportunities and successfully navigated the increasingly intense competition in the pharmaceutical market amid the normalization of the pandemic, as well as numerous other challenges—including adjustments in industrial policies, downward revisions in drug prices, and rising costs of energy and raw and auxiliary materials. As a result, we achieved new progress and breakthroughs in areas such as R&D innovation, quality assurance, market development, cost reduction, and project construction, with key economic indicators reaching new heights.
In light of the current situation, Chairman Qu Jiguang emphasized that 2022 is a pivotal year for the Group to achieve its strategic goals for the 14th Five-Year Plan, and also a decisive year for accelerating the IPO process of the pharmaceutical packaging materials and active pharmaceutical ingredient sectors. Achieving the Group’s objectives and missions for next year will be an arduous task. We must fully recognize the shortcomings in areas such as mindset, work style, business capabilities, and management approaches. While maintaining stability, we should strive for faster progress, focusing our efforts on strengthening two key growth engines—R&D and marketing—to enhance our resolve, consolidate our achievements, seize the momentum, and ensure the full and effective implementation of this year’s tasks and targets.
To ensure the successful implementation of the 2022 production and business objectives, Chairman Qu Jiguang called for the completion of four key tasks: First, launch an intensive effort to enhance scientific research quality and efficiency, focusing on varieties that are most in demand and urgently needed by the market. Strengthen R&D efforts on pioneering new products, accelerate the approval process for newly developed products, and shift generic drug development from quantity-based to quality-based. Moreover, expedite the transition of innovative drugs, active pharmaceutical ingredients, and pharmaceutical packaging materials from homogenization toward specialization. Second, carry out an intensive campaign to improve technological quality, focusing on smoothing the chains of technology transfer and technical support, enhancing the competence of the technical talent pool, shortening the gap between research outcomes and the market, and boosting the supply and dissemination capabilities of new products. Third, launch a vigorous offensive to achieve breakthroughs in marketing, breaking away from entrenched, rigid thinking patterns and making necessary adjustments in mindset, management structures, and organizational management models. Employ flexible, diversified, and robust measures to drive the development of centralized procurement, clinical markets, and various end-user markets. Fourth, initiate an intensive effort to elevate management standards, strengthening the guiding role of financial management at the core of overall operations and improving performance in areas such as quality, environmental protection, safety, cost control, project construction, and human resource management. Guangxiang Pharmaceutical and Guolong Pharmaceutical, as key focus areas for the Group’s comprehensive operational breakthrough next year, should take the lead in piloting and setting new benchmarks as the best enterprises in the API industry. Accelerate transformations in production, quality, management, and marketing; speed up the upgrading and modernization of intelligent information infrastructure; and leverage smart manufacturing to drive the Group’s high-quality development.
The new era inspires us to forge ahead with renewed vigor, and the new blueprint fills us with hope and motivation. The conference calls upon all employees to embrace a sense of urgency—“we can’t afford to wait”; a sense of crisis—“we can’t afford to slow down”; and a sense of responsibility—“we can’t afford to sit still.” We must consistently uphold the heroic spirit of “the more difficult the journey, the more resolutely we move forward,” and maintain high morale and vigorous fighting spirit. We should consciously aim for world-class standards, proactively benchmark against industry leaders, and always keep our work highly efficient and fast-paced. With a spirit of seizing every moment, we must ensure that all targets and tasks are accomplished on schedule and achieve outstanding results in welcoming the successful convening of the 20th National Congress of the Communist Party of China!
