On the morning of July 21, Zhang Chaochao and his delegation conducted an on-site investigation in Shijiazhuang High-tech Zone, visiting the Pharmaceutical Holdings Group Co., Ltd. and the Pharmaceutical Research Institute of Shijiazhuang No.4 Pharmaceutical Co., Ltd. They inspected the companies’ R&D centers, antibody drug production workshops, instrument analysis laboratories, as well as physicochemical and microbiological laboratories. They also exchanged views with company leaders and research personnel, listened to briefings on the companies’ business development, product R&D, and sales performance, and coordinated on-site to address the difficulties and challenges faced by the enterprises.

On the morning of July 21, while conducting research and inspection on the development of the biopharmaceutical industry, Municipal Party Secretary Zhang Chaochao emphasized the need to deeply study and implement the spirit of General Secretary Xi Jinping’s important speech delivered on July 1, earnestly carry out the “Opinions of the Provincial Party Committee and Provincial Government on Strongly Supporting the Construction of the Provincial Capital and High-Quality Development,” and, in accordance with the requirements of our city’s “Several Measures for Supporting the Pioneering Breakthroughs of the New Generation of Electronic Information Industry and the Biopharmaceutical Industry,” uphold innovation-driven development, build industrial clusters, and make every effort to propel the biopharmaceutical industry to achieve breakthroughs ahead of others. This will lay a solid foundation for accelerating the construction of a modern, international, and beautiful provincial capital city and for serving as a vanguard and leader in fully building a strong, modern economy and a beautiful Hebei Province.

They inspected the companies’ R&D centers, antibody drug production workshops, instrument analysis laboratories, as well as physicochemical and microbiological laboratories. During their visit, they exchanged views with company leaders and researchers, listened to briefings on the companies’ development, product R&D, and sales performance, and coordinated on-site solutions to address the challenges and problems encountered by the enterprises. Afterwards, Zhang Chaochao went to the Biopharmaceutical Industry Park in the High-tech Zone, where he received a briefing on the park’s planning and construction progress and offered guiding remarks.

Zhang Chaochao pointed out that strengthening and expanding industries such as biopharmaceuticals is the key to building our city’s modern industrial system and represents a concrete approach for promoting innovative, green, and high-quality development of the provincial capital. All levels and departments must raise their political awareness, fully, accurately, and comprehensively implement the new development philosophy, place the development of the biopharmaceutical industry in a prominent position, further enhance their sense of responsibility, mission, and urgency, take proactive measures, make vigorous efforts to overcome difficulties, and drive the biopharmaceutical industry to achieve breakthroughs ahead of others, thereby striving to establish new advantages for economic development.

Zhang Chaochao emphasized that the construction of the biopharmaceutical industrial park must be advanced to a high standard, based on actual development conditions, with a clearly defined development orientation and strengthened rigid planning constraints. We should scientifically lay out the three major spatial areas—production, living, and ecological—to promote the rational flow of production factors and the smooth transfer and acceptance of industries, thereby achieving agglomeration effects and economies of scale. We must firmly establish the philosophy that “projects are paramount,” targeting well-known domestic and international biopharmaceutical enterprises, conducting precise investment promotion and industrial-chain-based recruitment, further building, extending, supplementing, and strengthening industrial chains, and accelerating the cultivation of complete upstream-to-downstream biopharmaceutical industry clusters with core competitiveness. We need to refine policies that encourage and support enterprises in expanding their reproduction, fully mobilizing their enthusiasm for accelerated development. We must enhance our robust supporting capabilities by improving infrastructure, as well as strengthening investment and financing, municipal construction, guarantee services, and the development of science and technology innovation platforms, thus creating a modern, “low-cost” industrial park that allows enterprises to operate with greater flexibility and efficiency. We must adhere to the principle of “measuring success by effectiveness,” using land resources sparingly and efficiently, and continuously raising the input per mu, output per mu, and tax revenue per mu. We must firmly uphold the development philosophy centered on the people, making every effort to create a livable, work-friendly, and tourist-attractive human environment, thereby enhancing residents’ sense of belonging, identity, and happiness.

Zhang Chaochao emphasized that Party committees and governments at all levels should further enhance their “shop assistant” mindset in serving enterprise development and project construction, deepen the “delegation, regulation, and service” reform, continuously optimize the business environment, and ensure that investments are profitable, enterprises can make money, and safety is guaranteed. It is essential to strengthen communication and coordination with enterprises, provide thorough policy explanations and services, and spare no effort in offering support to businesses. We must reinforce the role of talent support, refine policies for attracting talent and providing service guarantees, and help enterprises achieve better development. We need to properly manage the relationship between government and business, uphold respect for enterprises and kindness toward entrepreneurs, and vigorously foster a strong atmosphere that values, supports, and fosters close ties with businesses.

Zhang Chaochao emphasized that all kinds of biopharmaceutical enterprises must proactively strengthen their “internal capabilities.” They should adhere to innovation-driven development, increase investment in R&D and technological upgrades, overcome a number of critical “bottleneck” technologies, and rapidly capture market share through high-quality products and superior services, thereby enhancing their core competitiveness and gaining greater influence in the market. Enterprises should benchmark against advanced domestic and international companies, establish and improve modern corporate governance systems, raise their level of standardized operations, and enhance their capacity for scientific and precise decision-making as well as effective responses to market dynamics. Moreover, they must solidify the two cornerstones of safety and environmental protection, reinforce bottom-line thinking, fulfill responsibilities for safe production and implement all pollution-control measures, ensuring that no major safety accidents occur and achieving an organic integration of economic and ecological benefits.

Leaders from Shijiazhuang City, including Li Keliang and Liu Junzhi, as well as responsible officials from the High-tech Zone and relevant municipal departments, participated in the research visit.
