On the morning of July 13, Shijiazhuang City held a special symposium to implement the "Several Measures for Supporting the Next-Generation Electronic Information Industry and the Biopharmaceutical Industry." Qu Jiguang, Chairman of the Board of Directors of Shisi Pharmaceutical Group, was invited to attend and delivered a keynote speech.
On the morning of July 13, Shijiazhuang City held a special symposium to implement the "Several Measures for Supporting the Next-Generation Electronic Information Industry and the Biopharmaceutical Industry." Zhang Chaochao, Secretary of the Municipal Party Committee, emphasized the need to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech delivered on July 1. He also stressed the importance of earnestly carrying out the "Opinions of the Provincial Party Committee and Provincial Government on Strongly Supporting the Construction of the Provincial Capital and Promoting High-Quality Development," seizing opportunities, uniting hearts and minds, and working together to drive the high-quality, leapfrog development of these two key industries, thereby providing strong support for accelerating the construction of a modern, international, and beautiful provincial capital city. Ma Yujun, Deputy Secretary of the Municipal Party Committee and Mayor, attended the meeting.
At the symposium, 10 business leaders—including Qu Jiguang, Chairman of the Board of Shijiazhuang Fourth Pharmaceutical Group—spoke in turn, focusing on accelerating the implementation of the “Several Measures,” further promoting enterprises’ move toward high-quality development, reporting on current work measures and future plans, and offering suggestions and recommendations.
During the speech, Zhang Chaochao listened carefully to the remarks, asked detailed questions about relevant issues, and engaged in in-depth discussions with everyone on various topics from time to time. The atmosphere at the scene was warm and lively. Zhang Chaochao pointed out that taking the next-generation electronic information industry and the biopharmaceutical industry as breakthroughs and taking the lead in building industrial clusters worth hundreds of billions of yuan is a concrete measure for fully implementing the Provincial Party Committee and Provincial Government’s “Opinions on Strongly Supporting the Construction of the Provincial Capital and Promoting High-Quality Development,” and it provides enterprises with promising development opportunities.
Zhang Chaochao emphasized that innovation is the primary driving force behind development. He expressed the hope that entrepreneurs will actively promote innovation in production organization, technological innovation, and market innovation; increase investment in R&D; enhance their enterprises’ core competitiveness; and strive to gain greater influence, pricing power, and leadership in the market. It is crucial to vigorously attract and cultivate various high-end talents, proactively benchmark against leading domestic and international enterprises, embrace a green development philosophy, and achieve an organic integration of economic and social benefits.
Zhang Chaochao emphasized that the city should further enhance its “shop assistant” mindset in serving enterprise development and project construction, deepen the “delegation, regulation, and service” reform, optimize the business environment, and, in line with the “Several Measures,” strengthen communication and coordination with enterprises to ensure they truly benefit from policy dividends. It is crucial to properly manage the relationship between government and business, respect enterprises, treat entrepreneurs with kindness, and vigorously foster a strong atmosphere that values, supports, and fosters close ties with businesses.
Leaders of the city—Liu Junzhi, Wu Xiangjun, and Zhan Peng—as well as responsible officials from relevant municipal departments, representatives from 11 local enterprises, 29 enterprises from other regions, and heads of related institutions attended the symposium.
