Recently, Shijiazhuang No.4 Pharmaceutical Co., Ltd. was recognized by the Hebei Provincial Association for Emergency Management and Work Safety as a “Model Unit for Emergency Management and Work Safety in Hebei Province for 2020.”
In 2020, Shijiazhuang No.4 Pharmaceutical firmly established the concept of safe development, implemented the primary responsibility of enterprises, and took the creation of a safety culture as the guiding principle. By strengthening the construction of the dual prevention mechanism and enhancing the assessment of primary responsibilities, the company focused on solidifying basic management practices and effectively fulfilling its principal responsibilities, thus laying a robust foundation for achieving safe and stable enterprise development.
In 2020, Shijiazhuang No.4 Pharmaceutical further refined its safety production responsibility system, vigorously promoted target management and responsibility-based performance evaluation, deepened the development of the dual prevention mechanism, and ensured the implementation of risk-based control and hazard identification and remediation responsibilities. The company completed the fifth edition of the risk-based control ledger, thereby strengthening the sense of responsibility and mission among all levels and departments.

We will further strengthen activities aimed at enhancing the professional capabilities of safety production management personnel, continuously improve the job competence and management effectiveness of staff members, and deepen the standardization of safety production. To date, one person has obtained the Hebei Province Safety Production Standardization Reviewer Certificate; one person has been appointed as an expert in the expert pool by the China Chemical Safety Association and the Shijiazhuang Municipal Emergency Management Bureau; one person has passed the National Registered Safety Appraiser Examination; one person has passed the National Registered Fire Protection Engineer Examination; and four people have passed the National Registered Safety Engineer Examination.

Further strengthen the construction of the team-level safety training system. Conduct in-depth specialized safety training at critical links in safe production, especially at the frontline teams. Organize “Employees Talk Safety” activities at appropriate times, actively fostering an atmosphere of safety culture education and awareness. Deeply advance the project of establishing provincial-level demonstration enterprises for safety culture. In 2020, one individual was awarded the title of “Distinguished Expert Instructor” by “Labor Protection,” a magazine supervised by the Ministry of Emergency Management. Several articles promoting the company’s safety production efforts were published and featured in newspapers and magazines including “China Emergency Management News,” “Hebei Safety Production,” “Labor Protection,” “Chemical Industry Management,” and “Shijiazhuang Daily.”
