On December 10, the provincial conference on deepening the strategies of building a quality-focused province and promoting standardization was held in Shijiazhuang. Twenty-three organizations, including Shijiazhuang Sihua Pharmaceutical Co., Ltd., were awarded the “2019 Hebei Provincial Government Quality Award,” and 11 individuals were recognized at the conference. The conference also announced the results of the 2019 municipal-level government quality assessments and the status of the release of local standards in our province, and made arrangements for further advancing the strategies of building a quality-focused province and promoting standardization. At the meeting, instructions from Wang Dongfeng, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, and Xu Qin, Deputy Secretary of the Provincial Party Committee and Governor, on deepening the strategies of building a quality-focused province and promoting standardization were read aloud. Vice Governor Xia Yanjun attended the conference and delivered a speech.
In his instructions, Wang Dongfeng emphasized that implementing the strategies of building a quality-focused province and promoting standardization is crucial to the overall reform and development of Hebei Province. Since the beginning of this year, all relevant departments at various levels across the province have earnestly implemented the decisions and deployments of the Party Central Committee and carried out quality-enhancement initiatives in a solid and effective manner, providing strong support for achieving dual victories—namely, normalizing epidemic prevention and control and driving economic and social development—and for successfully concluding the “three major goals” as scheduled. Faced with new situations and new tasks, all sectors of the province must thoroughly implement the important instructions of General Secretary Xi Jinping and the spirit of the Fifth Plenary Session of the 19th CPC Central Committee. We must closely focus on implementing the new development philosophy, establishing a new development pattern, and promoting high-quality development; deeply carry out the strategies of building a quality-focused province and promoting standardization; continuously deepen supply-side structural reforms; comprehensively advance innovation in science and technology, management, and services; foster and strengthen leading enterprises and industrial clusters; and vigorously build product brands, enterprise brands, and regional brands. We should accelerate the construction of a modern industrial system, ensure a good start and steady progress for the 14th Five-Year Plan, and make greater contributions to building a strong economic province and creating a new landscape for a beautiful Hebei.
In his instructions, Xu Qin pointed out that in 2020, all levels of government and relevant departments across the province adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implemented the decisions and deployments of the Party Central Committee as well as the work requirements of the provincial Party committee and provincial government, and deeply carried out the strategies of building a province strong in quality and promoting standardization. They made concerted efforts to establish an integrated framework for quality, standards, and regulation, thereby providing robust support for innovative development, green development, and high-quality development. Facing the new tasks and new requirements of the new stage of development, we must unswervingly implement the new development philosophy and build a new development pattern. We should take promoting high-quality development as our theme, focus on deepening supply-side structural reform as the main line, and regard reform and innovation as the fundamental driving force. We must carry out in-depth special campaigns to enhance quality and strive to open up a new chapter in building a province strong in quality and advancing standardization.
The meeting called for all levels and relevant departments to further strengthen the foundation of quality, bolster professional capabilities, promote the spirit of entrepreneurship and the craftsman’s spirit, and accelerate the transformation in quality, efficiency, and driving forces. It is essential to reinforce standard-setting leadership, benchmark against world-class standards and levels, enhance the creation, protection, and application of intellectual property rights, and unleash the innovative vitality of the entire society. We must also strengthen quality management, advance the construction of a multi-stakeholder quality governance system, and strictly uphold the bottom line of quality and safety. Moreover, we need to focus our efforts on key initiatives—serving the “three major undertakings,” promoting quality improvements in priority areas, implementing four major projects aimed at establishing standards, solidifying the foundation for quality development, deepening reforms in quality-related work, and ensuring that the quality needs of the public are met—thereby continuously achieving new breakthroughs in building a province strong in quality and advancing the standardization strategy.
