Since they started providing assistance to our company on January 29, they’ve been busy coordinating the resumption of work for employees, helping to resolve issues related to equipment delivery, and handling transportation permits—doing a great deal of helpful work for us. With them around, we feel truly at ease,” said Han Shuqin, Deputy General Manager in charge of production at Shijiazhuang Sihua Pharmaceutical Co., Ltd.
▲ Relevant officials from the Shijiazhuang Municipal Bureau of Industry and Information Technology, together with enterprise liaison officers, visited Shijiazhuang Sihua Pharmaceutical Co., Ltd.—a key manufacturer in epidemic prevention and control—and provided assistance and relief to help the company accelerate production and ensure supply.
Shi Si Pharmaceutical is one of the key enterprises in the province and city responsible for the production and stockpiling of pharmaceuticals used in epidemic prevention and control. Starting from January 24, employees in the oral dosage form workshop rushed back to their posts early and immediately got busy working at a feverish pace. However, faced with the massive demand for medications from clinical settings on the front lines of epidemic prevention and control, the intravenous solution workshop also urgently needed to start operations as soon as possible. But how could the employees get to work? And how would they manage their commutes home? Wang Chunfa, the deputy general manager in charge of human resources at Shi Si Pharmaceutical, felt uncertain about resuming work at first.
Many employees of the Shisi Pharmaceutical workshop live in neighboring counties and cities. Faced with the pressure of the epidemic, the “no entry, only exit” prevention and control measures have made the commute of just twenty or thirty kilometers to work unusually long and arduous. “Although the factory has been working individually with the relevant residential communities and villages, the efforts haven’t yielded much result,” said Wang Chunfa. “The workshop can’t resume operations, and we can’t supply products—this is a matter of life and death, and it’s left us utterly panicked.”
Du Yihua quickly clarified the situation and joined forces with everyone to help the enterprise come up with solutions. He said, “In this way, seeking assistance and coordination from the local Party committee and government will be much faster than handling things one by one.”
“This approach really worked. We quickly sought instructions from the local Party committee and government, clearly explained the company’s difficulties, and requested solutions,” said Wang Chunfa. He added that Shisi Pharmaceutical’s request received high attention from the local Party committee and government, which promptly organized a coordination meeting.
“There’s always a way to overcome difficulties.” On February 9, the local government introduced effective measures: establishing dynamic “health codes” for employees returning to work and issuing green travel passes, thereby smoothly resolving the issue. “After days of winding detours, the road back to work is finally settled!” That day, Du Yihua and relevant officials from Shisi Pharmaceutical accompanied the company’s shuttle buses, personally picking up each employee and escorting them back to their workplaces.
Seeing the employees gradually return to work has brought Du Yihua and the leaders of Shisi Pharmaceutical a slight sense of relief.
Huang Lei, who also serves as the liaison officer for enterprise assistance provided by the Shijiazhuang Municipal Bureau of Industry and Information Technology, has been tirelessly working these days to address the challenges hindering Shisi Pharmaceutical’s production.
On February 10, Li Zhihui, the person in charge of raw material production, hurriedly came to Huang Lei’s office, scratching his head and saying, “We’ve got the people now, and we’ve also stocked up on sufficient raw materials. The real problem is that our equipment capacity is too small—it just can’t keep up. We’d originally planned to install the two pieces of equipment— a vacuum dryer and a filter—that we ordered from Zhejiang and Jiangsu before the Spring Festival. But now, thanks to the epidemic, the manufacturers simply can’t deliver them. Could you please help us reach out to the local Bureau of Industry and Information Technology and urge them to speed up the delivery of these machines?”
The infusion preparations manufactured by Shiyao Group are not only nationally renowned, but their active pharmaceutical ingredients (APIs) are also highly distinctive. Among these, Abidol hydrochloride and moxifloxacin hydrochloride are among the few domestic enterprises that integrate both API production and formulation manufacturing. During this epidemic, Abidol hydrochloride was designated as an emergency reserve drug in over 20 provinces and has played a positive role in clinical practice.
Equipment can’t keep up, and products can’t be produced—this is a major bottleneck in resuming work. If these issues aren’t resolved, it will directly affect the delivery of the “ammunition” and “supplies” needed to fight the epidemic.
Just at this moment, the state issued two consecutive “emergency task orders” to Shisi Pharmaceutical, instructing it to supply hydrochloride arbidol capsules to Hubei Province. The orders required the company to overcome all difficulties and ensure delivery of 600,000 capsules by February 26 and 1.2 million capsules by March 8. Meanwhile, designated hospitals in Wuhan, Hubei Province, also sent urgent letters requesting the provision of antibacterial infusion solutions.
The company was anxious, but Huang Lei was even more anxious. Without a moment’s delay, he jumped into his car and rushed back to the bureau, immediately drafting a letter requesting coordination for supply from the Bureau of Industry and Information Technology of Haining City and Changzhou City.
Thanks to the active coordination of the Municipal Bureau of Industry and Information Technology and his own efforts, the Hai Ning Municipal Bureau of Industry and Information Technology and the Changzhou Municipal Bureau of Industry and Information Technology soon delivered good news. The filters arrived on February 13; and the vacuum dryer was smoothly installed and put into place on February 26.
On February 27, Du Yihua and Huang Lei, the two liaisons, once again visited the raw-material workshop of Shisi Pharmaceutical. They found the motors humming happily, and the employees were busily and efficiently at work. Li Zhihui smiled and said to them, “As soon as these two pieces of equipment were installed, production immediately picked up, and there’s no problem meeting the delivery deadline. We’re truly so grateful!”
Faced with the praise, Du Yihua said, “Providing services is our duty—after all, the Bureau of Industry and Information Technology and enterprises are one family.”
Since the outbreak of the COVID-19 pandemic, the Shijiazhuang Municipal Bureau of Industry and Information Technology promptly established a dedicated task force, implemented 24-hour emergency duty, stepped up efforts to identify and survey manufacturing enterprises, introduced a liaison system, and dispatched dedicated personnel to reside at factories. These personnel have been working closely with enterprises to address practical issues affecting production and operations, guiding companies to ramp up production capacity and ensuring a full supply of epidemic prevention materials—gaining widespread praise from businesses.
