Shi Si Yao: Balancing Prevention and Operations to Aim for a Strong Start in the First Quarter

On February 22, at the construction site of the new formulation and biopharmaceutical industrial park project of Shijiazhuang Sihua Pharmaceutical Co., Ltd. in the Shijiazhuang Economic and Technological Development Zone, more than a dozen bulldozers, excavators, and piling and earth-digging machines were roaring away, creating a bustling scene.
On February 22, at the construction site of the new formulation and biopharmaceutical industrial park project of Shijiazhuang Sihua Pharmaceutical Co., Ltd. in the Shijiazhuang Economic and Technological Development Zone, more than a dozen bulldozers, excavators, and pile-driving and earth-excavation machines were roaring away, creating a bustling scene.
Su Xuejun, Chairman of Shisi Pharmaceutical, said: “The new formulation and biopharmaceutical industrial park project will be fully launched. This project is a strategic move by Shisi Pharmaceutical to accelerate its development and achieve a transformation of growth drivers. A batch of innovative drugs and high-end generic drugs with strong market competitiveness will be established here. Once the project is completed and reaches full production capacity, the group’s sales revenue is expected to surpass the 10-billion-yuan mark.”
In recent days, Shisi Pharmaceutical has been simultaneously implementing a variety of measures—including strengthening epidemic prevention and control, optimizing production scheduling based on scientific principles, ensuring smooth transportation, accelerating drug R&D, and advancing project construction—so as to achieve both effective epidemic prevention and steady business development. As of now, all manufacturing enterprises under Shisi Pharmaceutical have resumed production and operations, aiming for a strong start in the first quarter.
“Right now, entering the factory, having meals, and returning to the staff dormitory for rest—all are strictly controlled,” said Lü Wencong, a single employee at Shisi Pharmaceutical. “We have our temperature checked three times—upon entering the factory, entering the workshop, and arriving at the dormitory—disinfect our hands before starting work, maintain social distancing during meals, and receive a fresh supply of masks once a week... The entire set of protective measures is extremely rigorous.”
Wu Hengyao, General Manager of Shisi Pharmaceutical, introduced that during epidemic prevention and control, Shisi Pharmaceutical implemented grid-based management to build a robust defense for the health and safety of its employees. A total of over 4,500 registered employees have been screened, and the intricate, interwoven grid-based management system ensures that there are no blind spots or omissions in management.
Zhang Guozhen, Deputy General Manager in charge of marketing at Shisi Pharmaceutical, said: “While ensuring the supply to frontline epidemic areas, more than 400 sales personnel at Shisi Pharmaceutical—except for a few regions affected by control measures—have now returned to their workplaces. They are adopting a ‘Internet Plus’ contactless model to meet customer needs, proactively serving the market, and ensuring that all business operations are proceeding smoothly and in an orderly manner.”
After the outbreak, frontline epidemic prevention and control efforts in Hubei and other regions urgently needed antiviral and antibacterial drugs. As a result, Shisi Pharmaceutical’s abidol hydrochloride production line was fully activated starting from Chinese New Year’s Eve. Shisi Pharmaceutical promptly suspended production on some minor infusion product lines, reallocated its core personnel, and prioritized ramping up production of urgently needed clinical medications. The company also introduced “health codes” for employees and issued green travel cards to create favorable conditions for staff working overtime to meet production demands. At key production posts, while workers took breaks, the machinery kept running continuously, ensuring full-scale production efforts. To date, production of moxifloxacin hydrochloride sodium injection and various basic infusions has gradually scaled up, and the capacity for abidol hydrochloride capsules is also being rapidly expanded.
During this extraordinary time of fighting the epidemic, in response to the urgent demand for medications on the front lines, Shisi Pharmaceutical has gone all out to ensure the timely transportation of both emergency medicines and routine market supplies, thereby maintaining an uninterrupted supply of its products. On the eve of the Spring Festival, Shisi Pharmaceutical’s sales staff responsible for the Wuhan region promptly contacted local pharmaceutical distributors and medical institutions. Meanwhile, a deputy general manager in charge of operations remained stationed in Hubei to oversee and coordinate efforts, keeping abreast of demand trends and ensuring prompt delivery and coordination for donated clinical emergency medications. On January 25 and January 27, Shisi Pharmaceutical consecutively dispatched a total of 230,000 bags (bottles) of moxifloxacin hydrochloride sodium injection and basic intravenous solutions to support Wuhan and Enshi in Hubei Province. Following its donation of 2 million yuan worth of moxifloxacin sodium injection to designated hospitals in Wuhan on January 27, Shisi Pharmaceutical further donated 150,000 yuan worth of moxifloxacin hydrochloride sodium injection and other emergency rescue medications to the Shennongjia Forestry District in Hebei Province, which is providing counterpart support. As Huoshenshan Hospital and Leishenshan Hospital in Wuhan were completed and eight makeshift hospitals began operation, Shisi Pharmaceutical promptly delivered 6,000 boxes containing 72,000 capsules of abidol hydrochloride to the “Two Mountains” hospitals. In early February, through participation in Hubei’s centralized procurement of emergency medicines, Shisi Pharmaceutical allocated 400 units—totaling 32,000 bottles—of levofloxacin sodium injection to eight makeshift hospitals, providing crucial support for clinical treatment. On February 19, after receiving the national emergency order to dispatch 125 units—containing 600,000 capsules—of abidol hydrochloride, Shisi Pharmaceutical managed to deliver the medicines to Wuhan within less than 39 hours.
Since late January, Shiyao Group has cumulatively dispatched over 1,000 truckloads of products to various regions across the country, including 25 truckloads destined for Hubei Province. In seven separate shipments, the company urgently supplied Hubei with 2.48 million capsules of Abidol hydrochloride and 370,000 vials (bags) of therapeutic infusions such as moxifloxacin hydrochloride sodium injection.
While supporting frontline efforts, Shiyao Group is also accelerating research and development innovation. More than 310 drug researchers at Shiyao Group were among the first employees to return to work after the outbreak. As soon as they resumed work on January 29, they stepped up their efforts to initiate projects for innovative drugs targeting the novel coronavirus and anti-tumor therapies. At the same time, they launched re-studies and bioequivalence evaluations of antiviral and antibiotic drugs such as abidol hydrochloride and moxifloxacin hydrochloride. “Everyone works nearly ten hours a day, racing against time—every minute counts,” said Sun Lijie, Director of the Shiyao Group Drug Research Institute. “This isn’t just a necessity in our fight against the epidemic; it’s also a crucial requirement for the company’s long-term development.”
