On the morning of February 26, Xing Guohui, a member of the Standing Committee of the Provincial Party Committee and Secretary of the Municipal Party Committee, listened to the employment needs of three companies, including Shijiazhuang Siyao Co., Ltd., during his inspection and research on labor and employment safeguards for enterprises resuming work and production. He extensively sought opinions and suggestions from everyone and provided specific guidance.

On the morning of February 26, Xing Guohui, a member of the Provincial Party Committee Standing Committee and Secretary of the Municipal Party Committee, inspected and reviewed the labor and employment保障 efforts at enterprises resuming work and production. During his visit, he listened to the employment needs of three companies, including Shijiazhuang Sihua Pharmaceutical Co., Ltd., widely solicited opinions and suggestions from participants, and provided specific guidance. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping, earnestly carry out the requirements of the provincial conference on coordinated promotion of COVID-19 prevention and control and economic and social development, and adhere to a dual-pronged approach—strengthening both aspects simultaneously. While continuing to do a good job in epidemic prevention and control, we must proactively align with actual demands, provide targeted services, overcome employment challenges, and significantly boost the resumption rate and capacity utilization rate of enterprises, thereby laying a solid foundation for the city’s economic and social development.
Xing Guohui and his delegation conducted an on-site inspection of the Qiaoxi Park of the Shijiazhuang Human Resources Service Industry Park, gaining a detailed understanding of the park’s construction progress as well as the operational status of the public service platform for rural labor force transfer and employment. Afterwards, Xing Guohui chaired a briefing and symposium, listening to reports on the labor and employment保障 situation of enterprises resuming work and production across the city, and addressing employment challenges on the spot.
Xing Guohui pointed out that at present, epidemic prevention and control is at the most challenging and critical stage, and the tasks facing economic and social development are both arduous and heavy. All levels and departments must earnestly implement the important instructions of General Secretary Xi Jinping, fully carry out the deployment requirements of the Provincial Party Committee and the Provincial Government, and coordinate and promote epidemic prevention and control with economic and social development. In accordance with the requirements for differentiated, tiered, and precise prevention and control, we must vigorously accelerate the resumption of work and full production at enterprises, thereby providing strong support for the city’s economic and social development.
Xing Guohui emphasized that it is essential to comprehensively ascertain the current employment situation, conduct in-depth investigations at enterprises, and gain a clear understanding of the return-to-work status of veteran employees, the hiring of new employees, and overall employment needs. On this basis, a foundational ledger of employment demands should be established. Each county (city, district) must fulfill its local responsibilities, compile and report the ledger daily, and strengthen dynamic management. Relevant departments should set up dedicated task forces, proactively provide services, enhance coordination and dispatch efforts, and promptly assist enterprises in resolving employment issues. Enterprises, meanwhile, should bolster their internal drive, actively fulfill their social responsibilities on top of addressing employment challenges, take the initiative to step up and assume greater responsibility, fully resume production and operations, and operate at full capacity to make even greater contributions to the city’s economic and social development. It is also crucial to strengthen performance assessments of enterprises’ ability to reach planned production levels and achieve desired efficiency, clearly define assessment criteria, rigorously implement these assessments, and thereby promote increased output and efficiency among enterprises.
Xing Guohui emphasized that we must strike a balance between addressing the short-term challenges of labor shortages and ensuring long-term employment stability. We should expand employment channels, adopt flexible employment models, and strengthen employment safeguards—especially by focusing on key groups such as impoverished populations and college graduates—to firmly safeguard the fundamentals of employment. We need to enhance policy support, learn from and draw on advanced practices from other regions, closely monitor the actual needs of enterprises, and formulate more humane and supportive policies to do everything possible to help businesses overcome their difficulties. Furthermore, we must strictly enforce epidemic prevention and control measures, rigorously implement requirements such as return-to-work reporting, temperature checks, and disinfection procedures, and adopt measures like staggered meal times and partitioned work areas to effectively reduce personnel gatherings and resolutely prevent the importation and spread of the epidemic.
