After being tempered by a winter storm, Shijiazhuang’s weather on February 17 was exceptionally crisp and clear. Early that morning, Zhao Yongzheng, the deputy general manager of Shijiazhuang Siyao Co., Ltd., who is in charge of technological upgrading and renovation, rushed to his post and immediately began making urgent arrangements for the day’s work.

After being tempered by a winter storm, the weather in Shijiazhuang on February 17 was exceptionally crisp and clear. Early that morning, Zhao Yongzheng, the deputy general manager of Shijiazhuang Siyao Co., Ltd., who is responsible for technological upgrading and renovation, arrived at his post and immediately began making urgent arrangements for the day’s work. “After the holiday, we’ll start construction on a new formulation and biopharmaceutical industrial park project in the Liangcun Economic and Technological Development Zone in Shijiazhuang. This is a key municipal project, and we’re going all out to ensure that construction gets underway as soon as possible.” From the very beginning of resuming work and production, Shijiazhuang Siyao has gone to great lengths to overcome difficulties, coordinating comprehensively among epidemic prevention and control, production, R&D, marketing, and project construction. With a sense of urgency and a commitment to making the most of every moment, the company is driving forward its innovative, green, and high-quality development.

These days, Zhao Yongzheng has been busy working with his colleagues and the design firm to refine the layout design for the new formulation and biopharmaceutical industrial park project. “This is another major initiative by Siyao, with an investment of 1 billion yuan. We’re positioning it as an industrial base for innovative formulations and biopharmaceuticals. Once fully operational, Siyao’s total sales volume will surpass 10 billion yuan. Currently, the overall design has been completed, and we’re now taking advantage of this period to optimize and fine-tune the site layout. As soon as conditions permit, we’ll immediately begin preliminary piling work to accelerate the project’s construction schedule.”

While refining the designs for the new project, Zhao Yongzheng and his colleagues are also busy wrapping up the R&D and construction phase. The R&D and pilot-scale base project of Shijiazhuang Siyao, located in the High-Tech Zone of Shijiazhuang, has entered its final stage—“all that’s left is to deliver the laboratory furniture and equipment.” “Although workers from other regions haven’t yet returned due to epidemic prevention measures, the project itself hasn’t come to a standstill. Over the past few days, we’ve adopted a ‘zero-contact’ approach, conducting the bidding and procurement of relevant laboratory equipment online. These tasks are now largely completed, and orders are being finalized. As soon as the epidemic subsides, manufacturers will be able to ship the equipment immediately, and our newly developed lab will soon be ready for use.”

“Projects serve as the vehicle, but the key lies in innovative products.” After the outbreak of the pandemic, the Shijiazhuang No.4 Pharmaceutical Research Institute immediately sprang into action, with its production workshops kicking into gear right away. Since the Spring Festival, core R&D personnel—including Sun Lijie, Yan Jiling, and Yin Jie—have put aside their rest and remained tirelessly at the lab, meticulously organizing experimental and clinical data. “We quickly reorganized and adjusted our ongoing R&D projects, prioritizing those related to pandemic prevention and control,” explained Dr. Sun Lijie, the institute’s director. “We’ve also accelerated the resumption of research on antiviral and antibiotic drugs such as abidol hydrochloride and moxifloxacin hydrochloride, as well as the consistency evaluation of generic versions.”

Just after the Spring Festival, Shijiazhuang No.4 Pharmaceutical Company achieved its first R&D breakthrough of the year: the newly developed drug Doxofylline Injection (10 ml: 0.1 g), intended for the treatment of bronchial asthma, chronic asthmatic bronchitis, and other respiratory difficulties caused by bronchospasm, has received a production registration approval from the National Medical Products Administration. This is the first domestic approval ever granted to this drug under the new classification of chemical drugs—Category 4—and it has also successfully passed the national review and approval process, demonstrating that its quality and efficacy are fully consistent with those of the originator product. This achievement has greatly inspired the R&D team.

After the Spring Festival, more than 310 R&D personnel have been working tirelessly on the front lines of research and development. “Everyone is basically working over ten hours a day, racing against time and striving to make every second count. This is not only a necessity for fighting the epidemic but also a crucial requirement for the company’s long-term development.” Currently, Sun Lijie and his R&D team have already initiated a project to develop new drugs targeting the novel coronavirus and are accelerating the development of a series of innovative antiviral medications. “Seeing our developed drugs—such as Arbidol and Moxifloxacin—playing a vital role on the front lines of epidemic prevention and control has further strengthened our confidence in deepening cooperation with domestic universities and research institutions to carry out research on broad-spectrum antiviral drugs,” said Sun Lijie.

▲ While stepping up production of emergency medicines for frontline epidemic prevention and control, Shijiazhuang No.4 Pharmaceutical is also intensifying its manufacturing efforts for traditional Chinese medicine products such as heat-clearing and detoxifying oral liquid, Shengmai Drink oral liquid, Yiqing Granules, and Yinhuang Capsules, to meet market demand.

At Shijiazhuang No.4 Pharmaceutical, the busiest production lines are those for abidol hydrochloride capsules in Workshop 102 and the new-concept disinfectant production line. Since January 25—the first day of the Lunar New Year—employees have been working around the clock to step up production. “Right now, we’re running 24-hour nonstop production, and daily output has nearly doubled. The employees are truly working extremely hard,” said Rong Yanyan, workshop director. In addition to the abidol production line, our traditional Chinese medicine products—including heat-clearing and detoxifying oral liquid, Shengmai Yin oral liquid, Yiqing granules, and Yinhuang capsules—are also operating at full capacity, with workers taking breaks while machines keep running continuously, producing over 180,000 units (capsules, granules, or sachets) per day. According to available information, from January 25 to February 15, Shijiazhuang No.4 Pharmaceutical has cumulatively shipped 1.5 million abidol hydrochloride capsules—a antiviral drug—to Hubei Province, including 1.1 million capsules sent to Wuhan, thereby providing strong support for the supply of medicines on the front lines of epidemic prevention and control.

Currently, all plastic-bottle infusion production lines at Shijiazhuang No.4 Pharmaceutical Co., Ltd. have been fully operational. By optimizing production arrangements and implementing a two-shift system, the company’s production capacity is gradually recovering. Zhang Sumei, Manager of the company’s Human Resources Department, noted that, while maintaining strict epidemic prevention measures, employee attendance rates are increasing daily and are now basically sufficient to meet production staffing needs.

“Despite the challenges posed by epidemic prevention and control measures—such as the difficulties faced by our field staff in traveling to markets to carry out their work—and the significant drop in outpatient and inpatient volumes at hospitals across various regions, which have temporarily disrupted our business operations—these difficulties will eventually pass. Our business objectives remain unchanged, and we are determined to strive for growth,” said Wu Hengyao, General Manager of Shijiazhuang Fourth Pharmaceutical. Recently, governments at all levels—from the national to provincial and municipal authorities—have successively introduced a host of supportive policies and preferential measures aimed at helping enterprises resume work and production, including tax reductions, fee cuts, and subsidies for stabilizing employment.
