To fully support and ensure the normal production, construction, and material transportation of enterprises and projects related to epidemic prevention and control, the Hebei Provincial Department of Ecology and Environment recently issued an urgent notice requiring that enterprises involved in epidemic prevention and control be included on the positive list for environmental supervision.
To fully support the normal production, construction, and material transportation of enterprises and projects related to epidemic prevention and control, the Hebei Provincial Department of Ecology and Environment recently issued an urgent notice requiring that enterprises involved in epidemic prevention and control be included on a positive list for environmental supervision, thereby ensuring their normal production and operations. Enterprises on the positive list will not be required to halt or limit production; relevant vehicles will not be subject to inspections or travel restrictions; and “remote services” will be provided to these enterprises’ projects without on-site inspections or interference.
Currently, the first batch of 57 relevant enterprises in Hebei Province has been included on the positive list, comprising 28 companies producing protective supplies, 19 specializing in disinfection products, 3 engaged in medical device manufacturing, 4 supplying critical raw materials, and 3 pharmaceutical companies—all of which are key manufacturers of epidemic prevention and control supplies in our province. Shijiazhuang Sihua Pharmaceutical Co., Ltd. has been added to this initial batch of enterprises on the positive list for environmental supervision.
The notice requires that all localities fully ensure the normal production and construction of key enterprises and projects. For enterprises included on the positive list, we must provide them with every possible support and guarantee. Even during emergency responses to severe pollution weather, we must insist on keeping production running at full capacity, without limiting output, conducting inspections, or causing any disruption—thus helping enterprises maintain quality, expand output, and operate at peak efficiency. At the same time, we should actively coordinate with local departments of industry and information technology, development and reform, and health and epidemic prevention. Enterprises involved in epidemic prevention and control, as well as medical and health infrastructure projects, should be promptly added to the positive list, ensuring their normal production operations and construction activities are fully supported.
The notice points out that all localities must resolutely ensure the smooth transportation of vehicles related to epidemic prevention and control. For vehicles transporting epidemic prevention supplies, daily necessities for the public, as well as special vehicles such as garbage collection trucks and medical waste transport vehicles, we will adhere to the principles of no inspections, no travel restrictions, and no interference, thereby guaranteeing their normal passage. At the same time, we will strengthen guidance, assistance, and technical support for other key vehicle-using entities, urging them to fully establish pollution prevention responsibility systems and commit to achieving compliance with emission standards across the board. We also encourage the use of diesel trucks meeting Emission Standard V or higher, or clean-energy and new-energy vehicles for transportation purposes.
The notice requires that local authorities actively and proactively provide support and assistance to key enterprises and projects. In conjunction with the thematic practice campaign “Ten Thousand Environmental Protection Officials Enter Ten Thousand Enterprises to Help Enhance Environmental Governance Levels,” and leveraging technological tools such as online monitoring systems for pollution sources and separate electricity-metering systems for pollution-control facilities, experts should be organized to conduct centralized consultations on air pollution prevention and control. Relevant enterprises should be guided to establish and improve their pollution-control facilities, ensure these facilities operate properly, and achieve compliance with emission standards for air pollutants. It is essential to provide services only when needed and avoid unnecessary interference when no such need exists.
