On the morning of February 11, Chief Commander Liu Hailong of the Hebei Provincial Fire and Rescue Corps visited Shijiazhuang Sihua Pharmaceutical Co., Ltd. to provide guidance and support on fire safety management during the special period of epidemic prevention and control.
Liu Hailong conducted an in-depth inspection of the oral dosage form production workshop at Shisi Pharmaceutical. Through reviewing documentation and on-site spot checks, he thoroughly examined whether fire-fighting facilities and equipment in key areas—such as the production lines and automated warehouse—were in good working order and effective; whether continuously operating equipment was being inspected regularly; whether employees had a solid grasp of fire safety knowledge; whether the fire control room was strictly adhering to its duty roster system; whether on-duty personnel were familiar with the operation of fire-fighting equipment and emergency response procedures; and whether fire truck access routes remained unobstructed. He also carefully listened to a report by Su Xuejun, Chairman of Shisi Pharmaceutical, on the implementation of the fire safety management organization and the fulfillment of fire safety responsibilities.

Liu Hailong expressed his appreciation for Shisi Pharmaceutical’s efforts in fire safety management. Regarding the implementation of fire safety measures during the epidemic prevention and control period, Captain Liu Hailong put forward specific requirements: First, firmly enforce fire safety responsibilities. All departments within the organization must maintain a high level of vigilance at all times, fully recognizing the special significance of effective fire prevention and control during this extraordinary period in winning the battle against the epidemic. While arranging various operational tasks, they should urge all levels to fulfill their fire safety responsibilities, implement fire prevention measures, closely monitor key areas and critical links, and pay meticulous attention to fire prevention work during this special period. Second, strengthen daily fire management. It is essential to strictly implement fire prevention measures such as regular inspections and patrols, as well as facility maintenance and upkeep, and to enhance self-management, identify potential hazards, and eliminate risks. Third, reinforce emergency duty arrangements. Clearly define the responsibilities of personnel assigned to each shift and each post, including their roles in alarm reporting, evacuation, and initial fire suppression. Make full use of the organization’s micro-fire stations, rigorously enforce the 24-hour duty system, and, in conjunction with nighttime duty schedules, intensify fire patrols during night shifts in this special period. Further refine fire-fighting and rescue plans, conduct frequent familiarization drills, and ensure that, in the event of an emergency, emergency response forces can arrive on scene and take immediate action once a fire breaks out.

Captain Liu Hailong pointed out that, in order to create a favorable fire safety environment and ensure a comprehensive victory in the battle against the epidemic, the corps and battalions must conscientiously implement and carry out the Fire Department’s requirements for all tasks during this special period of epidemic prevention and control, and provide thorough supervision and services to enterprises involved in epidemic-related production. First, we must spare no effort in performing fire safety supervision and management during this special epidemic prevention period. We should, based on actual work conditions, strengthen communication and coordination with responsible entities, establish an efficient, pragmatic, and precise collaborative mechanism, and effectively follow up on fire prevention measures. Second, we must make every effort to prepare for fire suppression and rescue operations. Fire and rescue teams within our jurisdiction should promptly revise fire suppression and rescue plans for production enterprises, intensify familiarization drills, and, in the event of emergencies, quickly mobilize sufficient resources for rapid response. Third, we must conduct thorough fire safety training and drills for personnel at various units. We should reinforce fire safety training for new employees, refine fire suppression and emergency response plans, organize and conduct familiarization drills, and enhance our ability to extinguish fires at their earliest stages—before they escalate.
Comrade Du Dongsheng, Director of the Fire Prevention and Supervision Department of the Hebei Provincial Fire Rescue Corps, and Comrade Yin Chao, Commander of the Shijiazhuang Fire Rescue Detachment, accompanied the delegation.
