On the morning of May 27, the “Awarding Ceremony for the First Batch of Municipal Industrial Technology Research Institutes in Shijiazhuang,” hosted by the Shijiazhuang Science and Technology Bureau and co-organized by Shijiazhuang Sihua Pharmaceutical Group, was held at the R&D Center of Shijiazhuang Sihua Pharmaceutical Group.
On the morning of May 27, the “First Batch of Municipal Industrial Technology Research Institutes in Shijiazhuang” awarding ceremony, hosted by the Shijiazhuang Science and Technology Bureau and co-organized by Shijiazhuang Sihua Pharmaceutical Group, was held at the R&D Center of Shijiazhuang Sihua Pharmaceutical Group. Wei Zhanlu, Deputy Secretary-General of the Shijiazhuang Municipal Government, and Chang Zhiquan, Director of the Shijiazhuang Science and Technology Bureau, unveiled the plaque for the Shijiazhuang Chemical Pharmaceutical Sterile Preparations Industrial Technology Research Institute, which has been approved and designated for construction by the group. Guo Weidong, Director of the Platform Division of the Hebei Provincial Department of Science and Technology, and Ding Feiyan, Member of the Working Committee of the Shijiazhuang High-tech Zone, also attended the awarding ceremony. Qu Jiguang, Chairman of the Group’s Board of Directors, delivered a speech as the representative of the first batch of approved industrial technology research institutes.
It is reported that the Shijiazhuang Municipal Institute of Industrial Technology was planned and established by the Shijiazhuang Science and Technology Bureau in response to the requirement set forth in the Shijiazhuang Municipal Government’s 2022 “Government Work Report” to establish an integrated platform for government, industry, academia, research, and application. The municipal-level Institute of Industrial Technology is jointly established by “chain leaders” or backbone enterprises along the industrial chain, together with upstream and downstream enterprises possessing complementary strengths, universities, and research institutes. With the goal of enhancing industrial technological innovation capabilities and market competitiveness, the institute integrates relevant scientific and technological innovation resources, conducts technological innovation across the entire industrial value chain, and serves as a public technology R&D service platform that engages in activities such as developing and integrating common key technologies for the industry, transferring and commercializing scientific and technological achievements, providing industrial technical services, attracting and cultivating talent, and conducting strategic research on industrial development.
After undergoing procedures including application submission, formal review, online evaluation, and conference review, the Shijiazhuang Municipal Science and Technology Bureau has selected the first batch of 25 municipal-level industrial technology research institutes (including 6 institutes directly managed by the provincial finance in counties). Each newly designated municipal-level industrial technology research institute will receive construction funding of 200,000 yuan. Institutes that achieve an "excellent" rating in the evaluation will be awarded a performance-based subsidy of 500,000 yuan. Meanwhile, municipal-level industrial technology research institutes are encouraged to apply for designation as provincial-level industrial technology research institutes; newly designated provincial-level institutes will receive a reward of 1 million yuan.
As a key backbone enterprise in Shijiazhuang’s pharmaceutical industry, Shijiazhuang Siyao has recently been approved to establish the Shijiazhuang Chemical Pharmaceutical Sterile Preparations Industry Technology Research Institute. “We will focus on the field of chemical pharmaceutical sterile preparations, integrate scientific and technological resources from universities, research institutes, and upstream and downstream enterprises in the industry, carry out research and development of common and critical technologies, break through technical bottlenecks hindering industrial development, and generate a series of innovative achievements with independent intellectual property rights, thereby enhancing the autonomous innovation capabilities of our specialty industry,” said Sun Lijie, Executive President of Shijiazhuang Siyao Group and General Manager of the R&D Center. The establishment of the Industry Research Institute will strengthen coordination and collaboration across the upstream and downstream segments of the biopharmaceutical industry chain, accelerate the overall upgrading of the industry chain, speed up the time-to-market for new products, and improve their quality.
Wang Jinsheng, Chief Engineer of the Science and Technology Bureau of Shijiazhuang City, introduced that the establishment of municipal-level industrial technology research institutes aims to identify leading enterprises—both upstream, midstream, and downstream—as well as “chain leader” enterprises in various industrial chains. By fully leveraging the institutes’ role in driving industrial chain development, we will explore a collaborative research mechanism characterized by “enterprise-led, government-guided, and deep integration of government, industry, academia, research, and application.” This initiative is of great significance for accelerating the rapid development of Shijiazhuang’s key industries. By 2025, the city plans to have more than 50 municipal-level industrial technology research institutes, develop over 100 new technologies and products, and commercialize over 40 scientific and technological achievements. These institutes will become an important component of Shijiazhuang’s industrial innovation ecosystem and a vital support for the Beijing-Tianjin-Hebei regional center for industrial technology innovation with international influence.
