On April 6, Wang Jinshan, Secretary of the Gaocheng District Committee, Wu Gaiqiu, Deputy Secretary of the District Committee and Secretary of the Party Working Committee and Director of the Management Committee of the Shijiazhuang Economic and Technological Development Zone, along with a delegation, visited Shijiazhuang Fourth Pharmaceutical Group for a research visit and conducted a working meeting with Qu Jiguang, Chairman of the Board of Directors of Shijiazhuang Fourth Pharmaceutical Group, among others. During the meeting, they engaged in an in-depth exchange on deepening cooperation in the development of the pharmaceutical industry and advancing the alignment of major infrastructure projects. Cui Yonghui, Deputy Secretary of the Party Working Committee and Executive Deputy Director of the Shijiazhuang Economic-Technological Development Zone, Su Xuejun, Chairman of Shijiazhuang Fourth Pharmaceutical, and Wu Hengyao, President of the company, also attended the meeting.

At the Group’s R&D Center, Wang Jinshan and his delegation toured the company’s instrumental analysis laboratory, physicochemical laboratory, and microbiology laboratory. They listened carefully to briefings on the company’s R&D innovation, industrial layout, and business development. Upon learning that Shijiazhuang No.4 Pharmaceutical Group has in recent years been vigorously promoting the coordinated development of R&D and industrialization across the entire pharmaceutical value chain—including innovative drugs, generic drugs, specialty APIs, high-end formulations, and pharmaceutical packaging materials—and that its core business revenue and profit taxes have reached industry-leading and provincial-leading levels—particularly in the areas of specialty generic drug and API R&D progress and the number of approvals achieved, which rank among the top in the industry—while also accelerating the development of innovative drugs—with 20 national product approvals secured last year and nine new specialty formulations and APIs approved in the first quarter of this year, and with several high-value-added specialty API products now being produced at Guolong Pharmaceutical in the Economic Development Zone, Wang Jinshan highly praised the remarkable business achievements made by Chairman Qu Jiguang and the Board of Directors of Shijiazhuang No.4 Pharmaceutical Group. During the meeting, Wang Jinshan and his delegation asked in detail about the issues and demands encountered by the company in its operations and development within the Economic Development Zone, and offered constructive suggestions.

“2022 was a pivotal year—a year of critical importance—marking the city’s economic aggregate surpassing one trillion yuan and providing the foundation for a leapfrog development. It was also a crucial year for Shijiazhuang Sihua Pharmaceutical Group to accelerate its transformation and upgrading, achieving high-quality development,” said Qu Jiguang. “It is our inescapable responsibility to spearhead breakthroughs in the biopharmaceutical industry and build a trillion-yuan-level industrial cluster.” Currently, the company’s R&D and innovation efforts have entered a harvest period, yielding abundant innovative results that provide strong momentum for optimizing product structures and enhancing quality and efficiency. By seizing the development opportunities created by the municipal Party committee and government, and speeding up the deployment and construction of foundational projects, we will powerfully propel the company toward a transformative “butterfly-like metamorphosis” and help it move into the high-end segments of the industry. Wang Jinshan expressed his gratitude to Qu Jiguang—a business leader of great stature and responsibility—for the trust and support he has shown toward Gaocheng District. Wang Jinshan emphasized that all levels and departments should focus on leading industries with distinct advantages, adhering to the principle of “everything revolves around projects and everything is done for the sake of projects.” They should adopt an empathetic approach, putting themselves in others’ shoes, and with broad-mindedness and passionate dedication, actively promote project attraction and ensure smooth project implementation. Further efforts should be made to streamline processes and implement specific measures—such as targeted inspections in key areas—to continuously optimize the business environment.
