On March 28, at the construction site of the Hebei Guolong Pharmaceutical New Formulation and Biopharmaceutical Industrial Park project belonging to Shijiazhuang Sihua Pharmaceutical Group, the newly erected automated warehouse for finished products began to take shape. Tower cranes towered high above, construction vehicles shuttled back and forth, and workers were diligently engaged in the construction. The entire construction site was bustling with intense activity.
"On the sixth day of the first lunar month, we kicked off the project’s final sprint, with nearly a hundred workers working tirelessly on the front lines. Currently, the finished-product automated warehouse and the main structure of the power workshop have been completed, and construction of specialized active pharmaceutical ingredient production workshops is in full swing. These facilities will be put into operation one after another within the year," said Zhao Yongzheng, Executive President of Shijiazhuang Siyao Group and Chairman of Hebei Guolong Pharmaceutical Co., Ltd., who is in charge of the project’s construction.
It is understood that the Hebei Guolong Pharmaceutical New Formulation and Biopharmaceutical Industrial Park project is located in the Shijiazhuang Economic and Technological Development Zone. Covering an area of approximately 155 mu, the park is planned to have a total construction area of 130,000 square meters. Built by Shijiazhuang Siyao Group, leveraging the zone’s advantageous location and thriving biopharmaceutical industry, the park is designed to meet international first-class pharmaceutical standards. With an investment of 1 billion yuan, it is a high-standard, high-quality, and modern pharmaceutical industrial park featuring an international perspective.
Standing in front of the nascent, fully operational automated warehouse, Zhao Yongzheng explained: “This automated warehouse covers an area of 15,000 square meters and features 61,000 storage locations. It’s the largest and most highly automated facility within the group. Once the automated warehouse is completed and put into operation, only five staff members will be needed to handle the automatic loading and unloading of products, ensuring the safe storage and transportation of Guolong Pharmaceutical products.”

“The construction of the Hebei Guolong Pharmaceutical New Formulation and Biopharmaceutical Industrial Park project is based on a specialized API platform established by our R&D center. Linked by industry-academia-research-application collaboration, and guided by a focus on specialty products, we are striving to build an enterprise-driven, innovation-focused system centered on newly developed products,” said Wei Saili, Assistant General Manager of the R&D Center at Shijiazhuang Siyao Group.
Wei Saili said that currently, Shijiazhuang Sihua Pharmaceutical Group has more than 150 innovative active pharmaceutical ingredients and novel dosage forms in development, with over 20 new products receiving approval each year. After the completion of the Guolong Pharmaceutical project, it will accelerate the commercialization of high-value-added specialty APIs, enabling their industrial-scale production and establishing a new model of industrial development characterized by continuous advancement—researching and developing a batch, translating another batch, and stockpiling a third batch.
“Accelerating the construction of high standards is all about ‘paving the way and building bridges’ for the successful launch and commercialization of new products,” said Zhao Yongzheng. He added that this project serves as a strategic cornerstone for Shijiazhuang Sihua Pharmaceutical Group’s ambition to become a 20-billion-yuan enterprise, as well as a key provincial and municipal project. Built to international standards and equipped with the most advanced domestic and international production technologies, the project seamlessly integrates intelligent manufacturing with cutting-edge production processes, aiming to create a benchmark high-tech pharmaceutical project characterized by high technological content and strong market competitiveness. Upon completion, the project will generate annual sales revenue of 2.7 billion yuan and contribute 600 million yuan in profits and taxes, truly becoming a “little giant” in the industry.
“Providing excellent service” has consistently been the norm for Gaocheng District, Shijiazhuang City, in ensuring the successful implementation of project construction. In recent years, Gaocheng District, Shijiazhuang City, has strengthened its “shop assistant” service mindset, regularly holding meetings between district chiefs and entrepreneurs as well as entrepreneur breakfast sessions, thereby providing enterprises with tailored services and optimizing the business environment.
Cai Yunlong, Deputy Secretary of the District Committee and District Mayor of Gaocheng District in Shijiazhuang City, said that the biopharmaceutical industry is one of the five pillar industries identified by Gaocheng District. The implementation of projects such as the Guolong Pharmaceutical New Formulation and Biopharmaceutical Industrial Park will play a crucial role in further extending the industrial chain, accelerating cluster development, and achieving breakthroughs ahead of others. This year, Gaocheng District is vigorously promoting 28 key biopharmaceutical projects with a total investment of 11.9 billion yuan, ensuring that the output value of the biopharmaceutical industry will exceed 40 billion yuan this year, surpass 50 billion yuan in 2023, and reach over 75 billion yuan in 2024, thereby contributing “half of the pie” to Shijiazhuang City’s efforts to build a biopharmaceutical industry cluster worth hundreds of billions of yuan.
Development is the paramount principle, and projects are the solid foundation. This year is a pivotal and critical year for Shijiazhuang City as it strives to push its economic aggregate past one trillion yuan and achieve a leapfrog development. Gaocheng District is the main battleground for Shijiazhuang City in reaching this milestone of over one trillion yuan in economic output.
Cai Yunlong said that Gaocheng District has adopted the philosophy of “projects are paramount.” For the 235 “Five Batches” projects planned this year with a total investment of 105.1 billion yuan—especially the 33 provincial and municipal key projects with a total investment of 23.27 billion yuan—the district has fully implemented the “Five Ones” package-and-lead promotion mechanism. It is adhering to coordinated efforts between different levels of government and close collaboration between government and enterprises, working backward from deadlines and using visual project management tools to accelerate project implementation, construction, and effectiveness. The district is making every possible effort to expand effective investment. In the first quarter, the district launched 38 key industrial projects simultaneously, with a total investment of 13.93 billion yuan. Both the number of projects and the scale of investment ranked first in Shijiazhuang City.
