Recently, the General Office of the National Development and Reform Commission issued a notice announcing the results of the 2021 evaluation of National Enterprise Technology Centers. The Group’s Enterprise Technology Center scored 87.2 points in the 2021 National Enterprise Technology Center evaluation and was rated as “Good,” ranking among the top enterprises in the evaluation and placing 138th overall.

The Group’s Enterprise Technology Center scored 87.2 points in the 2021 National Enterprise Technology Center evaluation and was rated as “Good,” ranking among the top enterprises in the evaluation and placing 138th overall.
It is understood that the National Enterprise Technology Center, jointly awarded by five national ministries and commissions—including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation—is currently one of the highest-level and most influential technology innovation platforms in China. The center’s evaluation comprehensively assesses applicant companies based on indicators such as innovative talent, technological accumulation, innovation platforms, technological output, and innovation benefits. In line with the national requirements for innovation-driven development and the need for economic structural adjustment, the state identifies enterprise technology centers that demonstrate strong innovation capabilities, well-established innovation mechanisms, significant leading and exemplary roles, and meet the relevant criteria, and provides them with policy support to encourage and guide leading enterprises in their industries to drive technological advancement and enhance innovation capacity across the sector.
According to the “Administrative Measures for the Recognition of National Enterprise Technology Centers,” the National Development and Reform Commission, in collaboration with the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation, shall, in principle, organize an operational evaluation of National Enterprise Technology Centers once every two years. The National Development and Reform Commission entrusts a third-party agency to evaluate the assessment materials submitted by local government authorities, based on a set of evaluation indicators, and to prepare evaluation results and an evaluation report. The evaluation results are categorized as Excellent, Good, Basically Qualified, and Unqualified: A score of 90 or above is classified as Excellent; a score between 65 and 90 (excluding 90) is classified as Good; a score between 60 and 65 (excluding 65) is classified as Basically Qualified; and a score below 60 is classified as Unqualified. The qualification of any National Enterprise Technology Center that receives an Unqualified rating in the operational evaluation will be revoked.
In the 2021 evaluation, 72 enterprise technology centers were rated as excellent; 1,459 enterprise technology centers were rated as good; 85 enterprise technology centers were rated as marginally qualified; and 128 enterprise technology centers were rated as unqualified.
As investment in innovation continues to increase, in 2021 the Group saw rapid growth in talent development, innovative achievements, intellectual property holdings, and economic benefits, thereby providing strong impetus for the company’s transformation, upgrading, and high-quality development. A responsible official from the Group’s Technology Center stated that this evaluation should be taken as an opportunity to continuously strengthen the construction of enterprise innovation platforms in accordance with national and provincial requirements.
