On February 7, at the Mobilization Conference for Optimizing the Business Environment to Help and Strengthen Enterprises—The “Opening-Door Red” Initiative, as well as the District-Wide Investment Promotion Conference, Wu Hengyao, President of Shijiazhuang Siyao Group, delivered a speech on behalf of enterprises stationed in the district. Shijiazhuang High-tech Zone consecutively held a mobilization conference to optimize the business environment and boost enterprises for a strong start, as well as a district-wide conference on investment promotion, providing momentum and support for Shijiazhuang City’s goal of exceeding one trillion yuan in economic output.
At the investment promotion conference held in the High-tech Zone, Li Ruifeng, Secretary of the Party Committee and Director of the Management Committee of Shijiazhuang High-tech Zone, presented the first batch of “Investment Promotion Ambassador” appointment certificates to 12 prominent entrepreneurs, including Qu Jiguang, Chairman of the Board of Directors of Shijiazhuang Sihua Pharmaceutical Group. Li Ruifeng stated that these Investment Promotion Ambassadors are all successful entrepreneurs—leaders in their respective industries—and also possess abundant high-quality corporate resources. They will undoubtedly provide intellectual and resource support for the High-tech Zone’s investment promotion efforts.
At the mobilization conference for the “Opening-Door Success” initiative aimed at optimizing the business environment and strengthening enterprises in the High-Tech Zone, the Zone unveiled the “Opening-Door Success” action plan along with three sets of “Ten Measures.” These three “Ten Measures” encompass policies designed to optimize the business environment, comprehensively enhance scientific and technological innovation capabilities, and significantly boost financial service capacity. The measures will ensure that all initiatives supporting enterprises are implemented thoroughly and meticulously, bolstering businesses’ confidence with the sincerest attitude and the most rigorous actions, and helping them grow stronger and bigger. Speaking on behalf of the enterprises stationed in the zone, Wu Hengyao, President of Shijiazhuang Sihua Pharmaceutical Group, stated that in 2022, they will cherish the favorable development opportunities even more, raise their ambitions, and accelerate their pace. With the vigorous spirit of a tiger full of energy, the enthusiastic drive of a lively dragon, and the heroic determination of a tiger swallowing up ten thousand miles, they will spare no effort to speed up the construction of a batch of key provincial-level technological transformation projects aimed at industrializing new products, fully promote the rapid implementation of new products, strive to obtain production approvals for 40 new products, create more than five products with sales exceeding 200 million yuan each, and bring newly built production lines for oral formulations, lyophilized powder injections, ampoule water injections, and peritoneal dialysis solutions to completion and operation. They will endeavor to establish a group of new products, generate new growth momentum, and build new competitive advantages, thus making every possible contribution to achieving the city’s goal of surpassing one trillion yuan in total economic output through innovative development.
Li Ruifeng stated that the entire High-tech Zone will deeply investigate persistent problems in work style, pinpoint bottlenecks in daily operations, and identify shortcomings in institutional mechanisms. Focusing on the most practical and pressing issues facing enterprise development, the zone will provide systematic and targeted services, fostering a strong atmosphere of "close-knit support for businesses," "warm and welcoming treatment of businesses," "high regard for businesses," and "love and care for businesses." Resources and factors will be concentrated on enterprises that are eager to act, capable of acting, and successful in their endeavors. In practical terms, the High-tech Zone will adhere to “three lists” for precise management: establishing a comprehensive “problem list,” a clear “responsibility list,” and a precise “supervision and inspection list,” thereby creating a closed-loop system for problem resolution. Emphasis will be placed on ensuring adequate resource and policy support, working in tandem with enterprises toward common goals and jointly promoting development. At the same time, the zone will continue its “zero-fine” campaign in administrative law enforcement, firmly prohibiting the practice of using fines as a substitute for effective governance, and building a corporate service brand that is profound, precise, swift, warm, and impactful. The entire zone will be mobilized to further elevate its political awareness, transform its mindset, and genuinely align thoughts and actions with the work arrangements of the Municipal Party Committee and Municipal Government, providing concrete actions to boost economic growth, resolutely taking the lead in the high-quality development of the provincial capital, and contributing the strength of the High-tech Zone to achieving the goal of exceeding one trillion yuan in the provincial capital’s total economic output.
