As a result, the pharmaceutical industry has significantly stepped up its pace to rank among the top players in China’s pharmaceutical sector,” said Tian Pengmei, a provincial People’s Congress deputy and Assistant President and General Manager of the Strategic Development Center at Shijiazhuang Fourth Pharmaceutical Co., Ltd. She added that favorable policies and a conducive business environment are driving the pharmaceutical industry to reach new heights. Our province’s biopharmaceutical sector is now experiencing a springtime of development. She expressed hope that in the future, supporting services will be further improved at an early date to continue boosting the pharmaceutical industry’s momentum.

Representative Tian Pengmei said that favorable policies are empowering the pharmaceutical industry to achieve high-quality development. Last year, the provincial, municipal, and district governments successively introduced a series of policies aimed at supporting the development of the pharmaceutical industry and improving the business environment. These policies provided financial support throughout the entire lifecycle of enterprises—addressing such challenges as funding bottlenecks, scientific research and innovation, and talent incentives—thus enabling companies to accelerate the R&D and commercialization of new products. Last year, the companies were approved for 32 new products, four of which won bids in the national centralized drug procurement program, quickly entering the national market and generating over 800 million yuan in additional sales within just six months.
As a representative from the grassroots level, Tian Pengmei has firsthand experience of the improvements made to our province’s business environment. “The rapid development of enterprises is inseparable from the government’s precise and targeted services. Take Shijiazhuang as an example: the ‘Entrepreneurs-Mayor Symposium’ organized by the municipal government, as well as the ‘Secretary’s Direct Line’ and ‘Secretary’s Breakfast Meetings’ launched by the High-Tech Zone—these concrete initiatives aimed at connecting with and serving enterprises are all focused on addressing specific issues, thereby smoothing communication channels with industrial development and helping enterprises overcome many difficulties and concerns they face in their survival and growth.” Representative Tian Pengmei noted that pragmatic and efficient government services enable enterprises to concentrate more fully on their products and markets, on innovative R&D, and on high-quality development.
Speaking about promoting sustainable innovation and high-quality development of our province’s pharmaceutical industry, Representative Tian Pengmei believes that addressing the shortcomings in service-sector development and making services more attentive and tailored holds significant practical importance and far-reaching implications for enhancing our province’s capacity to attract investment, drive industrial growth, and foster industrial clusters. She suggests that, in response to the needs of industrial development, provincial-level branches for drug and medical device testing could be established in key pharmaceutical industry hubs within our province, such as Shijiazhuang High-tech Zone and Cangzhou Bohai New Area. This would provide stronger technical support for the development of our province’s biopharmaceutical industry and further boost industrial efficiency. At the same time, leveraging the government’s extensive network of connections with research institutes and other institutions, we should continue to deepen talent-service mechanisms, regularly assist enterprises in publishing information on domestic and international talent needs, and implement the “listing-and-command” initiative to help companies tackle challenges related to talent shortages and critical scientific research projects. By vigorously cultivating and strengthening leading enterprises and technology-driven companies in the industry, we can drive high-quality development of the entire province’s pharmaceutical sector.
