On November 21, the Hebei Provincial Federation of Industry and Commerce held a press conference and released the list of “40 Prominent Private Entrepreneurs Commemorating 40 Years of Reform and Opening-up,” jointly recommended and promoted by the United Front Work Department of the Provincial Party Committee and the Provincial Federation of Industry and Commerce. Qu Jiguang, Chairman of the company, was selected for this list.
Chairman Qu Jiguang, recipient of honors including “China Pharmaceutical Economy Person of the Year,” the “Science and Technology Innovation Entrepreneur Award” from the All-China Federation of Industry and Commerce, Hebei Province’s Model Worker, Hebei Province’s Outstanding Entrepreneur, and First Prize for Scientific and Technological Progress in Hebei Province, has, over the past two decades, with a pioneering spirit and exceptional management skills, transformed an obscure workshop-style factory into a large, well-known pharmaceutical enterprise in China—a leading domestic base for the production, R&D, and export of intravenous solutions, as well as a publicly listed company. Under his leadership, the company has established numerous innovation platforms, including an Academician Workstation, a Nobel Prize Expert Workstation, a Postdoctoral Research Workstation, a National Enterprise Technology Center, and a National High-Tech Enterprise. The company has risen to become one of China’s Top 100 Pharmaceutical Enterprises, among the Top 20 Chinese brands in chemical pharmaceutical preparations exports, and a major contributor to tax revenues and profits. It has also been awarded prestigious national honors such as the National May Day Labor Medal, National Model Employee Home, National Contract-Honoring and Creditworthy Enterprise, and one of the first batch of National Green Factories. Chairman Qu has made significant contributions to both the nation’s pharmaceutical industry and the local economy.
“Over the past 40 years of reform and opening-up, the private economy has grown rapidly, making significant contributions to the great leap forward of the Chinese nation—from standing up and becoming prosperous to becoming strong,” said Wang Huilin, Vice Chairman of the Hebei Provincial Federation of Industry and Commerce. As of the end of 2017, the private economy accounted for 67.9% of our province’s GDP, 61.4% of fiscal revenue, 60.4% of fixed-asset investment, 77% of urban employment positions, and 66.8% of total exports. In the first three quarters of this year, the private economy in our province achieved an added value of 1.7 trillion yuan, representing a year-on-year increase of 6.8%; tax payments totaled 311.27 billion yuan, up 26.9% over the same period last year; and total exports reached 21.3 billion U.S. dollars, an increase of 8.4% year-on-year. The private economy “accounts for two-thirds of the province’s economic pie,” playing an irreplaceable role in addressing employment issues, fostering innovative development, and driving Hebei’s transformation and high-quality development.
It is reported that, to mark the 40th anniversary of the reform and opening-up policy, the United Front Work Department of the Provincial Party Committee and the Provincial Federation of Industry and Commerce have jointly recommended and promoted “40 Prominent Private Entrepreneurs Who Have Made Significant Contributions Over the Past 40 Years of Reform and Opening-Up.” This initiative aims to highlight the remarkable achievements made by our province’s private sector since the start of reform and opening-up, showcase the exemplary role of private entrepreneurs as builders of socialism with Chinese characteristics, vigorously promote the spirit of outstanding entrepreneurs, create a favorable environment for the healthy growth of private entrepreneurs, and better inspire non-public-sector economic actors to “remain true to their original entrepreneurial aspirations and carry forward the great cause of reform,” thereby making new contributions to realizing the Chinese Dream of the great rejuvenation of the Chinese nation.
This promotional campaign for recommendations was fully launched in August of this year. The candidates recommended are outstanding representatives who emerged during various stages—including early-stage entrepreneurship during the reform and opening-up period, intellectuals entering the business world, overseas returnees starting businesses after studying abroad, mass entrepreneurship, and innovation by all sectors of society—among investors in privately-owned enterprises legally registered with industrial and commercial administration departments at all levels within the province. After careful deliberation by the Office Meeting of the Provincial Federation of Industry and Commerce Chairman, the Party Group Meeting, and the Departmental Affairs Meeting of the United Front Work Department of the Provincial Party Committee, a final list of 40 well-known private entrepreneurs has been determined.
“The 40 renowned private entrepreneurs selected are individuals who have played a landmark role in the province’s private economic development, exerted significant social influence, and demonstrated outstanding exemplary leadership.” They firmly uphold the leadership of the Communist Party of China, steadfastly follow the path of socialism with Chinese characteristics, and support the policy of reform and opening-up. They earnestly practice the core socialist values, abide by national laws and regulations, and are patriotic, dedicated to their work, operate lawfully, pursue entrepreneurship and innovation, and give back to society. They consciously foster a new type of clean and close government-business relationship and possess high moral character and a positive social image.
