On May 19, Li Xuerong, Director of the Standing Committee of the Shijiazhuang Municipal People’s Congress, along with Vice Directors Chu Xingyu, Li Zhihong, and Li Zhiyong, collectively visited Shijiazhuang Siyao Pharmaceutical to inspect efforts aimed at optimizing the business environment, accelerating project construction, and promoting high-quality development.
Accompanied by Qu Jiguang, Chairman of the Board of Directors of Shijiazhuang Sihua Pharmaceutical Group, Li Xuerong and his delegation conducted an on-site inspection of the Pharmaceutical Research Institute of Shijiazhuang Sihua Pharmaceutical Co., Ltd. They patiently inquired about the institute’s construction and R&D status, and held a symposium with representatives from relevant municipal departments and heads of several key enterprises.
Li Xuerong pointed out that it is imperative to elevate our political awareness and deeply recognize that optimizing the business environment and accelerating project construction are crucial tools for implementing the new development philosophy and promoting high-quality development. They are also a practical necessity for building a modern, international, and beautiful provincial capital city. Moreover, these efforts are key components of this year’s four coordinated oversight initiatives within the People’s Congress system. We must earnestly enhance our sense of mission and urgency in optimizing the business environment and speeding up project construction.
Li Xuerong emphasized the need to further deepen the “delegation, regulation, and service” reform, vigorously advance reforms such as separating licenses from permits and joint licensing and approval, and further refine the investment approval system. We must intensify efforts to attract investment and inject new momentum into economic development. We should further enhance the quality and efficiency of government services, expand the scope and depth of “one-stop online services,” and fully implement “Internet + government services.” We must continue to optimize the financial environment and effectively address the challenges enterprises face in accessing affordable and convenient financing. We should also innovate working mechanisms and strive to create a first-class business environment that is market-oriented, rule-of-law-based, and internationally competitive.
Li Xuerong emphasized that people's congresses at all levels throughout the city should, in conjunction with the four coordinated oversight initiatives, prioritize the optimization of the business environment and the acceleration of project construction as key areas of oversight. Through means such as on-site inspections and research, enforcement checks, special inquiries, and performance evaluations, they should carry out coordinated and in-depth oversight to ensure effective implementation and boost development. Deputies to the people's congresses at all levels should actively engage in optimizing the business environment and promoting economic development, striving to make meaningful contributions and add value to the building of a modern, international, and beautiful provincial capital city.
