As the 13th Five-Year Plan draws to a close, the new journey of the 14th Five-Year Plan is about to fully get underway. We are now at a historic window of opportunity and a strategic period of great promise—and also at a critical juncture marked by transformation and upgrading, as we strive to overcome obstacles and reach new heights. The tasks of reform and development have become even more arduous and complex, making it crucial to get off to a solid start.
“Those who set their sights on no easy goals will succeed; those who shy away from no difficulties will make progress.” As we embark on a new journey and continue our struggle, we must face difficulties head-on and confront problems squarely. At present, the evolving pandemic and the external environment are fraught with numerous uncertainties, and next year’s economic outlook remains complex and grim. From our own perspective, the development of industrial chains is still unbalanced and inadequate, and our product structure urgently needs to be upgraded... Indeed, every step we take in the future will be a challenging climb. This makes it all the more crucial that we remain steadfast in our confidence and determination—possessing the courage to neither shy away from nor fear difficulties—and keep forging ahead by overcoming one hurdle after another.
