To express the deep condolences of all ethnic groups across the country for the martyrs who sacrificed their lives and fellow citizens who passed away in the fight against the COVID-19 pandemic, the State Council issued an announcement deciding to hold a nationwide mourning event on April 4, 2020. During this period, flags will be flown at half-mast across the country and at Chinese diplomatic missions abroad, and all public entertainment activities nationwide will be suspended. Starting at 10:00 a.m. on April 4, people across the country will observe three minutes of silence; cars, trains, and ships will sound their horns, and air-raid sirens will be activated.

At this special moment, let us stand in solemn silence and bow our heads to offer our heartfelt condolences for those lives that have been abruptly frozen in time. From the biting cold of winter storms to the gentle warmth of spring days; from the shock and grief of the initial ordeal to the steadfast resilience that followed; from “lockdowns” and “quarantines” to life-and-death rescue efforts undertaken at any cost—throughout this battle against the epidemic, we’ve experienced so much, lost so much, and harbored countless emotions deep within our hearts. To honor our departed compatriots in the name of the nation—such a day and such a ritual today will surely ensure that the deceased live on in immortality and that the living find enduring love, bringing comfort and solace to all our hearts.

“When a nation prospers, it treats its people as if they were its own children.” As the Five-Star Red Flag slowly descends, the dignity of life rises steadily. Among the martyrs who sacrificed their lives and fellow citizens who passed away in the fight against the COVID-19 pandemic were medical personnel, public security officers, community workers, and ordinary citizens—people we may have never met before, whose pasts we may not fully know, and whose very names we might even be unaware of. Yet, just like them, we share a common identity deep within our veins: we are all Chinese. Today, the lowered national flag serves as a vivid red bond, uniting us all, affirming the dignity of those who have passed away, and proclaiming our own dignity as well. It underscores the nation’s reverence for life and reflects our Party’s governing philosophy of placing the people at the very center of its heart.

The departed are gone forever, yet those who remain still have the chance to move forward. Though the vicious virus has claimed the lives of many compatriots, it cannot take away our will or our faith. In the fight against the COVID-19 pandemic, what we have shown the world is not lamentation, but strength. We’ll never forget the faces of our white-clad angels, etched with marks from masks; we’ll never forget the lights of Leishenshan and Huoshenshan hospitals, burning through the night; we’ll never forget the heartfelt cheers—“China, keep going!” “Wuhan, keep going!”—echoing across the rivers and mountains. Even in the midst of deep sorrow, boundless strength has been rising all around us. Lowering the national flag to half-mast in memory of our departed compatriots serves as a powerful reminder of our determination to completely defeat the epidemic and inspires us to accelerate our efforts to restore normalcy in production and daily life. At present, the epidemic prevention and control situation continues to improve, yet the risks of resurgence and imported cases cannot be ignored, and there’s still much work to be done to resume production and business activities. The best way to honor those who have passed away is to cherish every moment of our lives even more, do our jobs well, make up for lost time, and bring our production and daily life back on track at an early date.
