Wang Lijie is a researcher in the Small and Medium-sized Enterprises Division of the Hebei Provincial Department of Industry and Information Technology. On February 18, he set off early for work—not to the department’s headquarters, but to his new workplace: Shijiazhuang Sihua Pharmaceutical Co., Ltd. Today, Wang Lijie holds another identity: he’s one of the special envoys dispatched by the provincial Department of Industry and Information Technology to 23 key enterprises involved in epidemic prevention and control production. Having taken up his post on January 29, this day marked his 21st day working at Sihua Pharmaceutical—and he’s now fully integrated into the company as if he’d been an employee all along.

“Having worked for a long time in the Ministry of Industry and Information Technology, I’ve dealt with manufacturing enterprises every single day. It’s precisely at critical moments when epidemic prevention and control become urgent that I truly understand the various challenges and needs faced by businesses.” Although he had mentally prepared himself for difficulties, Wang Lijie was still caught off guard on January 29—as soon as he took office, a host of tricky problems suddenly came into view.

Abidol Hydrochloride Capsules are a flagship product in Shisi Pharmaceutical’s antiviral drug portfolio. Following the outbreak of the COVID-19 pandemic, Abidol Hydrochloride Capsules were included on the reserve lists of epidemic prevention and control medications by more than 20 provinces. Faced with rapidly growing demand for emergency medicines, Shisi Pharmaceutical has been operating at full capacity, yet still struggles to meet the demand adequately. At this point, a new problem emerged: due to factors originating from the supply chain, there is a shortage of two key raw materials used in the production of Abidol. One supplier is located in Jiujiang, Jiangxi Province, and the other is in Wuhan, a region severely affected by the epidemic. Without these raw materials, continuous production becomes impossible, putting the company on the brink of shutdown. This has left everyone at Shisi Pharmaceutical utterly stumped and at a loss.

Just at that moment, the arrival of the special envoy from the Provincial Department of Industry and Information Technology was like a timely rain, giving the employees of Siyao a glimpse of hope.

Without much small talk or formalities, Wang Lijie immediately listened to briefings from Wu Hengyao, General Manager of Shisi Pharmaceutical, and other relevant company officials on the challenges hindering the production of emergency medications. He asked detailed questions about every single step involved, meticulously recording each point in his work log. Then, without delay, he picked up the phone and gave an oral report to senior leaders at the Provincial Department of Industry and Information Technology.

Since the issue of raw material transportation involves coordination and collaboration among multiple departments, we must act without delay and immediately arrange for the company to urgently draft a request for instructions on this matter.

“The Provincial Department of Industry and Information Technology really came through for us!” The next day, things finally took a turn for the better. This request was immediately submitted to the provincial authorities. The Provincial Public Security Department and the Provincial Department of Industry and Information Technology promptly dispatched dedicated task forces to provide proactive support, liaising with relevant provinces to facilitate the resumption of production at upstream enterprises and coordinating with neighboring provinces to offer the necessary assistance. In the afternoon of February 6, the raw materials that the employees of Sihua Pharmaceutical had been eagerly awaiting finally arrived at the factory.

“This really has relieved our urgent predicament!” “The Provincial Department of Industry and Information Technology truly provides thoughtful service—it’s made a huge difference!” Wu Hengyao couldn’t stop praising it to everyone he met. “Our Department of Industry and Information Technology is all about serving enterprises: we provide on-site assistance to help them overcome difficulties, coordinate and resolve issues related to raw material supply, production funding, labor, product transportation, and other essential factors. We urge enterprises to operate at full capacity, stabilize production, and expand output—this is precisely our job description, especially during these critical times when we’re fighting the epidemic.” Facing the praise from everyone at Siyao Pharmaceutical, Wang Lijie said calmly.

The next day, just as the issue with the supply of abidol raw materials had been resolved, another problem arose: the supply of packaging materials needed for production in the disinfectant workshop. “Most of the suppliers of auxiliary materials—such as bottles, spray pump heads, sealed plastic bags, and labels—had already shut down and gone on holiday before the Spring Festival,” Han Shuqin, the deputy general manager in charge of production at Shisi Pharmaceutical, said to him anxiously. “The material supply is now critically short, and our procurement team can’t come up with any good solutions either.”

“Everything else can be put on hold, but during the most critical phase of the epidemic, we must never let up on ensuring the health needs of the people! Every extra bottle we produce means an extra layer of protection for everyone’s health—and it gives society an extra boost of confidence.”

Due to the critical period of the Spring Festival and epidemic prevention and control, most of the existing suppliers of Sihua’s disinfectants have essentially suspended operations. Even those capable of production are unable to resume normal operations because it’s temporarily difficult to recall their staff. Wang Lijie pulled out a list and, using various channels and working tirelessly alongside enterprises, persistently reached out to business owners one by one, striving to secure supply sources. The head of a plastic bottle manufacturer in Cangzhou was deeply moved by Wang Lijie’s words and actions and said, “With efforts like those from the Provincial Department of Industry and Information Technology, we’ll definitely overcome these difficulties and deliver goods to our customers as soon as possible.” With the issue finally resolved, Wang Lijie felt a subtle sense of relief deep within his heart. By the time he stepped out of Sihua’s gate, it was nearly 8:30 p.m.

Since the outbreak of the pandemic, Shijiazhuang No.4 Pharmaceutical has supplied a large quantity of emergency medical supplies to frontline prevention and control efforts. Most of these products are part of national emergency reserves held across the country. “During this special time, transporting goods to hospitals and pharmaceutical distribution companies on the frontlines of epidemic prevention and control has required us to obtain road permits almost every day. As of February 18, we had coordinated the issuance of more than 160 such permits, effectively ensuring the supply of emergency medical materials,” said Wang Lijie.

“Over these three weeks, we’ve sorted through and coordinated more than 40 different issues—almost every single day brought new challenges that needed our attention. The pharmaceutical professionals have been working incredibly hard, and we’re truly moved by their dedication. It’s our duty—and indeed our honor—to further enhance our service.”

At 6 p.m. on February 18, just as he was preparing to leave work, Han Shuqin approached Wang Lijie: “The disposable medical masks for workshop workers are about to run out again. The 80,000 masks we coordinated last time probably won’t last even two days. Right now, nearly 3,000 employees are reporting to work every day, and the market simply can’t supply that many masks all at once. Could you please try to coordinate some more?”

“Great! I’ll immediately consult with the department and coordinate some emergency assistance first.”……

It is reported that, following the outbreak of the epidemic, the Hebei Provincial Department of Industry and Information Technology dispatched a number of bureau-level officials during the Spring Festival period to 23 key enterprises, coordinating and resolving issues related to the supply of raw materials, funding, labor, and other essential resources needed by these enterprises, thereby precisely addressing the challenges they faced.
