On December 30, 2019, Shisi Pharmaceutical Group solemnly held the “2020 Policy and Goal Release Conference.” Chairman Qu Jiguang and nearly 200 mid-to-high-level managers from various subsidiary companies—including Shisi Pharmaceutical, Hebei Guangxiang Pharmaceutical, Jiangsu Bosheng Medical New Materials, and Hebei Hanlin Technology—gathered together to jointly map out the Group’s grand vision for future development. The conference was chaired by Shi Jianhui, Secretary of the Party Committee of the company.
This conference has undergone significant reforms and adjustments in terms of its presentation format, presenters, content, and sequence. Presentations will now be delivered by decision-makers and management at all levels within the group. The purpose of these changes is to hone the skills of the younger generation, strengthen hierarchical management and talent development, and motivate and inspire managers at all levels to demonstrate a strong sense of commitment, enthusiasm for their work, and a proactive spirit—thus enabling them to shoulder the significant responsibilities and missions facing the company both now and in the future.
At the meeting, Chairman Su Xuejun first delivered a work report on the formulation of the 2020 guidelines and objectives. Subsequently, decision-makers and management at all levels of the group presented and committed to specific measures and timelines for implementing these guidelines and objectives, each according to their respective areas of responsibility.
After listening to the policy and target announcements from each subsidiary company, Chairman Qu Jiguang delivered a focused commentary on the work reports submitted by various departments and then delivered a speech. He pointed out that in 2019, despite a profoundly changing market environment marked by adjustments to medical insurance policies, consistency evaluations of generic drugs, and volume-based procurement, under the leadership of the Group’s Board of Directors, we successfully overcame the severe challenges arising from the overlapping economic transition and structural issues, achieved our annual business targets as planned, and ushered the enterprise into a new stage of high-quality development.
He pointed out that, at a critical juncture for the company’s high-quality development, significant adjustments have been made to the Group’s board of directors and management team—establishing institutional arrangements that empower the board of directors and management at all levels with higher development goals and greater responsibilities. Faced with new development conditions and objectives, the younger generation must embrace entirely new business philosophies and a more competitive mindset, continuing their efforts and rising to the dual challenges posed by both the product market and the capital market.
Regarding the work for next year and beyond within the Group, he called for the following: First, we must fully recognize the current severe economic situation, enhance our sense of urgency and crisis awareness, and firmly maintain our conviction in the certainty of successful development. Second, in the face of a complex and challenging market environment, we need to summon the courage to make tough, decisive choices—like cutting off one’s own arm—and carry out self-reform in depth, further deepening internal enterprise reforms, stimulating endogenous motivation, shortening management chains, improving management efficiency, cultivating good habits through rigorous management, and achieving tangible results. Third, we must focus our reform efforts on ensuring the effective implementation of next year’s policies and targets. Each subsidiary must sign a commitment letter with the Group, without making any conditions, leaving no room for compromise, showing no favoritism, sparing no effort, and implementing next year’s business objectives fully and precisely. Fourth, we must strengthen incentive and constraint mechanisms to ensure that all tasks are carried out solidly and effectively.
The journey ahead spans ten thousand miles, and the winds are strong—another year of bravely standing at the crest of the tide. The conference calls upon us: In 2020, the Group’s guiding principles and objectives have been clearly defined. We must continuously recognize, grasp, and lead the new normal, guided by the new development philosophy and driven by supply-side structural reform as the main thread, leading our enterprises toward higher quality, greater efficiency, and more sustainable development. Our mission calls for responsibility; our mission charts the course for the future. Let us unite as one, strive with all our might, seize every moment, cherish our youth, and passionately write a splendid chapter in the Group’s development for the new era.
