The company has ranked among the top 100 private enterprises and the top 100 manufacturing private enterprises in the province.

“Deeply study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China; earnestly carry out General Secretary Xi Jinping’s important instructions on the development of the non-public sector economy; and comprehensively promote high-quality development of the private economy, providing strong support for building a province with a robust economy and a beautiful Hebei.” This was the requirement put forward by Wang Dongfeng, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, at the provincial conference on the development of the private economy on June 25.

Xu Qin, Deputy Secretary of the Provincial Party Committee and Governor, presided over the meeting. Zhao Yide, Deputy Secretary of the Provincial Party Committee; Gao Zhili, Member of the Standing Committee of the Provincial Party Committee and Head of the United Front Work Department; and Li Qian, Vice Governor, attended the meeting at the main venue. Yuan Tongli, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor, announced the assessment results for the development of the private economy in cities and counties (city-level) for the year 2017.

At the meeting, the lists of the Top 100 Provincial Private Enterprises, the Top 100 Provincial Private Manufacturing Enterprises, and the Top 100 Provincial Private Service Enterprises were announced. Our company ranked 65th on the list of the Top 100 Provincial Private Enterprises and 49th on the list of the Top 100 Provincial Private Manufacturing Enterprises.

It is reported that the entities eligible for this selection are limited liability companies and joint-stock companies controlled by non-public economic sectors registered within the boundaries of our province. The selection process uses “operating revenue” as the primary indicator to rank the participating enterprises. Additionally, any enterprise that fails to comply with administrative penalty decisions issued by environmental protection authorities or that is listed as a discredited entity subject to enforcement will be automatically disqualified.

Wang Dongfeng pointed out that since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the development of the private economy. General Secretary Xi Jinping has delivered a series of important speeches and issued a series of significant instructions, providing clear guidance for promoting the development of the private economy. All departments, units, and levels across the province must, from the strategic perspective of upholding and developing socialism with Chinese characteristics in the new era, earnestly enhance their understanding of the profound significance of high-quality development of the private economy. They should maintain a firm political stance, clearly recognize the current situation, seize historical opportunities, and truly strengthen their sense of responsibility, urgency, and mission in fostering the development of the private economy, thereby driving the high-quality development of the private economy to a new level.

Wang Dongfeng outlined our province's goals for the development of the private economy: By the end of 2020, the value-added contribution of the private sector to the province’s GDP should strive to reach over 70%; the number of market entities per 10,000 people should exceed the national average; and the proportion of employment absorbed by the private sector in the secondary and tertiary industries should reach around 80%. The number of technology-based small and medium-sized enterprises should exceed 80,000; private enterprises should account for more than 85% of Hebei Province’s renowned brand products; among Hebei enterprises listed in the Top 500 Chinese Private Enterprises, those engaged in strategic emerging industries and modern service industries should make up over 60%; and the tax revenue generated by the private sector should account for more than 75% of total tax revenue.

Wang Dongfeng emphasized the need to firmly establish and conscientiously implement the new development philosophy, and comprehensively enhance the quality and level of private economic development in Hebei Province. First, we must accelerate the adjustment, optimization, and upgrading of the industrial structure, adhering to supply-side structural reform as the main line, speeding up the transition of private enterprises from old to new growth drivers, and steadily promoting the clustering of the private economy in high-end and high-tech industries. Second, we must accelerate the promotion of innovation-driven development, encouraging and guiding private enterprises to deepen the integration of industry, academia, research, and application, as well as military-civilian integration, facilitating the incubation and commercialization of scientific and technological achievements from Beijing and Tianjin, fostering the growth of technology-based small and medium-sized enterprises and high-tech enterprises, cultivating independently innovative brands, and continuously strengthening the overall competitiveness of the private economy. Third, we must speed up the establishment of a modern enterprise system, actively promoting reforms in diversified ownership structures, corporate governance systems, and operational management systems for private enterprises, and striving to improve the modern management level of the private economy. Fourth, we must accelerate the pace of both domestic and foreign opening-up, actively attracting strategic investors from home and abroad to develop in Hebei, deeply integrating into the Belt and Road Initiative, building platforms for external openness, and proactively expanding the development space for the private economy. Fifth, we must accelerate the cultivation of a high-quality team of entrepreneurs, stimulating and protecting entrepreneurial spirit, guiding entrepreneurs to uphold Party leadership and fulfill social responsibilities, and providing talent support for the development of the private economy.

Wang Dongfeng emphasized that we must carry out the “Innovation and Entrepreneurship, Dual Support and Services” campaign in depth, substantially step up support, assistance, and service guarantees, and strive to create a favorable environment and conditions for the sustained, healthy development of the private economy. We must focus on building a new type of government-business relationship characterized by both closeness and integrity, and work hard to foster a sound service environment. We must intensify policy support, comprehensively relax market access restrictions, strengthen fiscal, tax, and financial support, ensure effective implementation of policies, and endeavor to create a favorable policy environment. We must deepen the reform of “delegation, regulation, and service,” genuinely reduce the burdens on enterprises, and work diligently to establish a favorable administrative environment, thereby generating a strong social atmosphere of care and support for the private economy and striving to open up a new chapter of high-quality development for our province’s private economy.
