3. Bidding Requirements:
1. Bidding units must provide photocopies of the business license (integrated three certificates), the bank account opening permit, and the ID card of the company’s legal representative. If the bidder is not the legal representative himself/herself, a letter of authorization from the legal representative and the bidder’s own ID card must also be provided. All the qualifications and documents submitted above must be stamped with the official seal of the unit.
2. Bidding units must have sufficient production capacity, a good credit standing, and no adverse records as verified through the “Discredited Persons Subject to Enforcement” portal on the China Enforcement Information Disclosure Website (website: http://zxgk.court.gov.cn). They must also have no significant records of illegal or non-compliant activities in their business operations and be able to ensure that they will fulfill the bid results with guaranteed quality, quantity, timeliness, and accuracy as required by the tendering party.
3. Bidding entities must possess the financial, technical, and managerial capabilities necessary to fulfill the contract.
4. This tender does not accept joint bids from multiple entities, nor does it allow subcontracting of the awarded contract after winning the bid.
5. Bidding entities must pass the qualification review conducted by the tendering entity.
6. Settlement Principle: Calculated based on the quantity of finished products produced by the bidding entity.
7. Delivery Principle: The procuring entity does not maintain any inventory; instead, the bidding entity is responsible for delivering the goods daily to the location designated by the procuring entity.
8. Settlement Period: 90 days after the goods arrive and the invoice is received (subject to the winning bid contract).
9. A bid shall be deemed invalid if any of the following circumstances occur:
(1) Illegal and non-compliant acts that undermine the fairness of procurement.
(2) The procurement task has been canceled due to a major unforeseen circumstance.
IV. Submission Deadline for Bids:
Before 1:30 p.m. on March 25, 2023, submit your bid in person in triplicate (one original and two copies), which must be sealed. The bid documents should be provided both in hard copy and in electronic format—specifically, as an Excel file stored on a USB drive. All paper-based materials must be stamped with a seal along the binding edge. For details on the required contents of the bid, please refer to the tender documents provided by the procuring entity.
5. On-site bidding will be organized by the bidding team of the procuring entity, which will select shortlisted manufacturers and determine the final winning supplier.
6. During the cooperation period following the winning bid, the successful bidder shall strictly comply with the relevant contract. The procuring entity may, according to its own needs, select the winning bidder to deliver goods to the factory site, and the procuring entity makes no commitment whatsoever regarding the volume of cooperation.
