“High-end talent can both come in and stay—key to this is providing them with a platform where they can fully demonstrate their abilities,” said Tian Pengmei, Executive President of Shijiazhuang Fourth Pharmaceutical Group and General Manager of the Strategic Development and Human Resources Center. She noted that the 20th National Congress of the Communist Party of China has charted the course for enterprises to further enhance their talent-development efforts. In the future, the group will adopt even more robust measures to create an even bigger stage for talented individuals to showcase their skills and potential.

In recent years, leveraging a series of talent-friendly policies introduced by the national government and our city, Shijiazhuang No.4 Pharmaceutical has established high-level innovation platforms such as the National-Local Joint Engineering Laboratory, the National Enterprise Technology Center, and a collaborative unit with academicians. These platforms have attracted numerous high-caliber talents from both home and abroad to partner with the company, thereby boosting the research and development—and breakthroughs—in first-generic drugs, innovative pharmaceuticals, advanced and complex formulations, and critical core technologies that have long been “choke points.” At the same time, the company has placed great emphasis on building its own talent-development mechanisms. Over the past two years, it has collaborated with several universities—including China Pharmaceutical University—to set up specialized master’s programs and undergraduate internship practice bases, exploring and implementing new mechanisms and models for industry-academia integration in talent cultivation and recruitment.
“We place great importance on building a ‘soft environment’ that fosters talent development, and we are committed to focusing on and addressing the small, challenging, and troubling issues that talent care about,” introduced Tian Pengmei. While fully leveraging our city’s new talent policies—such as the Talent Green Card and the independent evaluation of professional titles—we’ve also implemented incentive measures including providing transportation allowances, offering preferential housing, and funding study and training opportunities abroad, ensuring that talented individuals can truly experience the happiness, sense of fulfillment, and belonging that come from innovation and creativity.
Today, the innovative and creative vitality of various types of talents is flourishing at Shijiazhuang Fourth Pharmaceutical, driving the company’s innovation from “small, rapid steps” to “large-scale leaps.” In the first 10 months of this year, Shijiazhuang Fourth Pharmaceutical has ranked among the top pharmaceutical companies nationwide in both the efficiency and quantity of its specialized generic drug R&D.
