In recent days, while interviewing at Shijiazhuang Sihua Pharmaceutical Group and walking through each of its factory areas, reporters felt as if they were “strolling through a garden.” This “garden-style” enterprise leaves every visitor with a profound “first impression.”
Shijiazhuang Fourth Pharmaceutical actively responds to the calls of the national, provincial, and municipal authorities, fully, accurately, and comprehensively implementing the new development philosophy. It promotes the integrated development of economic, social, and ecological benefits in a coordinated manner. In particular, it has taken the lead in the industry by advocating the concept of “green pharmaceutical manufacturing,” emphasizing the organic integration of development factors such as production, environmental protection, and comprehensive resource utilization. This approach is consistently applied throughout every specific stage—from production and project construction to the comprehensive use of land—thus forging a new path toward industrialization. At the same time, the company consciously fulfills its social responsibilities by promoting employment, driving local economic development, and achieving an organic unity of economic, social, and ecological benefits.

Industrial development takes “green” as its foundation.
Low-carbon, circular, cost-reducing, and efficiency-enhancing

“Green” has become the brightest backdrop of the new era.
Next to the R&D Center building of Shijiazhuang No.4 Pharmaceutical Group, there’s a uniquely designed little garden. The gushing, dancing fountain and the gently rippling pool of emerald-green water are a feast for the eyes. In the pond, colorful koi—some large, some small—swim happily back and forth. On the garden’s grape vines, clusters of ripe grapes gleam with an alluring luster... This is a snapshot of Shijiazhuang No.4 Pharmaceutical’s commitment to “green pharmaceuticals.”
Making blue skies, white clouds, and clear waters and green mountains the new normal depends on the efforts of every enterprise. These efforts are reflected in every detail of Shijiazhuang Fourth Pharmaceutical’s daily operations. “Shijiazhuang Fourth Pharmaceutical adheres to the philosophy of ‘green pharmaceuticals’ and innovative development, achieving a domestically advanced level in overall energy utilization efficiency,” said Liu Miao, Equipment Department Manager at Shijiazhuang Fourth Pharmaceutical Group. “At the same time, we collect mid-level wastewater generated during processes such as bottle washing, stopper cleaning, and steam condensate, treat it, and then reuse it for watering plants, raising fish, operating fountains, taking showers, and replenishing circulating water systems—achieving a water utilization rate of 90%.”
The production process is equally “green” and environmentally friendly. Especially with the construction of “smart” factories, Shijiazhuang No.4 Pharmaceutical’s production process management has become more precise, faster, and safer, significantly boosting production efficiency, enhancing product quality, and reducing energy consumption and various costs.
In the past, the light inspection station in the production workshop of Shijiazhuang No.4 Pharmaceutical was the position with the highest demand for manual labor—every single product had to be visually inspected by the naked eye to determine whether it was good or bad. Today, however, manual inspection has been completely replaced by automated light inspection machines, significantly boosting production line capacity while drastically reducing the need for human labor. The reporter noted that under the control of the automated light inspection machine, each bottle of product can automatically generate 150 images, which are then analyzed by a program to automatically identify defects and divert defective products onto the appropriate conveyor track. Sun Simeng, the team leader of the light inspection line on Production Line 35 in Workshop 103, shared her heartfelt thoughts with the reporter: “The automated light inspection machine can precisely ‘reject’ substandard products, eliminating the risk of missed inspections caused by human error. This has improved product quality, greatly reduced our workload, and even relieved eye strain.”
By promoting energy conservation and emission reduction, carrying out technological upgrades, and adopting new materials, new technologies, and new processes, Shijiazhuang No.4 Pharmaceutical has achieved green and sustainable development and has also successfully been included in the first batch of Green Factories designated by the Ministry of Industry and Information Technology.

A three-dimensional warehouse of “wisdom”
A “model” of intensive development

Protect the land, conserve resources, and benefit future generations.
One particularly noteworthy “highlight” of Shijiazhuang Fourth Pharmaceutical’s commitment to green development is its strong emphasis on the intensive use of land. Through scientific planning and rational layout, the company maximizes the economic and social benefits derived from its limited land resources.
At the Shijiazhuang Fourth Pharmaceutical Stereoscopic Logistics Center, located in the High-tech Zone, reporters witnessed the following scene: Large robotic arms, operating at a rate of 15 cartons per minute, continuously use barcode recognition to “grab” boxed medications from conveyor belts and place them onto storage pallets. Once stacking is complete, the pallets are automatically transferred to electric shuttle vehicles. These driverless shuttles then transport the medications to automated stacker cranes, which, guided by the medications’ production dates, carefully distribute them along pre-defined tracks into more than 40,000 storage locations. The entire shelving system stands 24 meters high, 95 meters wide, and 150 meters long. Eighteen stacker cranes, constantly moving back and forth, perform precise and nimble product-in and product-out operations according to instructions from information terminals.
At the construction site of the Sihua New Formulation and Biopharmaceutical Industrial Park, located in the Shijiazhuang Economic and Technological Development Zone, reporters saw a newly built, “massive” intelligent automated warehouse. This is the eighth automated warehouse constructed by Shijiazhuang Sihua, and currently the largest one yet. Intense equipment installation is underway inside the warehouse, and it is expected to be ready for trial operation by the end of August. “This intelligent automated warehouse stands 32 meters high and boasts over 61,000 storage locations. Its greatest advantage is its efficient use of land,” said Zhao Yongzheng, Executive President of Shijiazhuang Sihua Group. He added that the land area occupied by this automated warehouse is only about one-seventh of that required for a conventional, flat warehouse of similar size. At the same time, thanks to its high degree of automation, the warehouse boasts exceptionally high efficiency in both inbound and outbound operations. The entire warehouse complex, including operational and management personnel, requires no more than eight people—just about one-thirtieth of the staff needed for a similarly sized conventional, flat warehouse.
Zhao Yongzheng also introduced that, guided by the principles of “quality first, innovation first, intelligence first, and energy conservation first” in pharmaceutical production—and by the requirement that “all newly built projects must ensure they remain state-of-the-art for at least 10 years or even longer on a global scale”—Shijiazhuang Fourth Pharmaceutical has adopted a long-term perspective. While maintaining the regularity of project construction, it places quality enhancement at the core of its strategy and regards participation in both domestic mid-to-high-end and international market competition as the ultimate goal of its projects. In project development, the company proactively benchmarks itself against world-class pharmaceutical enterprises, striving wholeheartedly to become the “reference standard” for Chinese pharmaceuticals. It is particularly focused on achieving innovation and breakthroughs in critical areas such as pharmaceutical quality risk control, energy conservation, and environmental protection. For instance, the Shijiazhuang Fourth Pharmaceutical New Formulation and Biopharmaceutical Industrial Park Project—a key provincial and municipal initiative currently under construction—adopts internationally advanced design concepts and is dedicated to creating a high-standard, high-quality model project with a truly global outlook.

Take on social responsibility with courage.
True achievement under the joint pursuit of righteousness and benefit.

The way of business begins with responsibility.
Shijiazhuang No.4 Pharmaceutical adheres to the principle of integrity and is committed to providing high-quality pharmaceutical products to society and delivering premium healthcare services to the general public. To date, Shijiazhuang No.4 Pharmaceutical has had a total of 35 product specifications across 26 varieties pass the national evaluation for consistency in quality and efficacy of generic drugs. Additionally, eight varieties comprising 11 product specifications have been selected for the National Drug Central Procurement Program. These efforts have contributed significantly to improving drug accessibility, reducing the financial burden of medication on the people, and supporting the construction of a “Healthy China.”
In recent years, especially since last year, Shijiazhuang No.4 Pharmaceutical has not only achieved rapid development but has also remained committed to giving back to society, donating materials and funds totaling over 20 million yuan in succession. Particularly during the COVID-19 prevention and control efforts, the company’s employees have demonstrated remarkable resilience and dedication, making every effort to ensure the supply of relevant pharmaceutical products to more than 4,000 large and medium-sized hospitals across the country, fully showcasing Shijiazhuang No.4 Pharmaceutical’s sense of social responsibility in the new era.
“Since this spacious and clean multi-level parking garage was completed, we no longer have to park our cars on the roadside. We don’t have to worry about a lack of parking spaces or getting scratched—nor do we have to fret when it rains or snows,” said Guo Yaling from the Legal Department of Shijiazhuang Sihua Pharmaceutical Group, as she skillfully drove her beloved car into a newly commissioned multi-level parking garage.
The reporter learned that Shijiazhuang No.4 Pharmaceutical has proactively taken on social responsibility by investing 38 million yuan to build a five-story, multi-level parking garage with 1,500 parking spaces at its facility located in the Shijiazhuang Economic and Technological Development Zone. This project not only addresses the longstanding challenge of finding parking for employees commuting to work and ensures their safe passage, but also significantly improves the surrounding environment.
“As a socially responsible enterprise, Shijiazhuang No.4 Pharmaceutical Group is committed to pursuing innovative, green, and high-quality development while consciously shouldering its social responsibilities and striving to balance moral integrity with economic benefits,” said Wu Hengyao, President of Shijiazhuang No.4 Pharmaceutical Group. In recent years, in addition to diligently fulfilling its social responsibilities in areas such as green production, the company has also made real efforts and delivered tangible results in areas like job creation and addressing employees’ pressing concerns and difficulties.
In the lobby on the first floor of the Shijiazhuang Fourth Pharmaceutical office building, reporters saw relevant officials interviewing candidates for several positions. “By building, extending, supplementing, and strengthening industrial chains, we’ve reinforced our industrial chain development strategy,” said Zhang Sumei, Deputy General Manager of the Strategic Development and Human Resources Center at Shijiazhuang Fourth Pharmaceutical Group. “Since last year, we’ve created more than 1,100 new jobs.” While absorbing more workers into the workforce, to further enhance employees’ sense of pride and fulfillment, in October 2021—with strong support from the city’s human resources and social security authorities—we established the first batch of municipal-level high-skilled talent training bases, creating favorable conditions for employees’ career growth and job stability.
A sense of responsibility is the root of a tree and the source of water; fulfilling commitments and taking on responsibilities will surely yield the fruits of success. Shijiazhuang Fourth Pharmaceutical, with its strong sense of responsibility, has successively received numerous honors, including the National May Day Labor Award, the National Enterprise Award for Honoring Contracts and Keeping Promises, the Hebei Provincial Government Quality Award, the All-China Federation of Industry and Commerce’s “Advanced Private Enterprise in Fighting the COVID-19 Pandemic,” and the China Red Cross Society’s Medal of Dedication.

Consciously integrate into the construction of the provincial capital.
Harmonious Coexistence Paints the “Blueprint”

Green development, harmonious coexistence.
As a key enterprise in the city’s biopharmaceutical industry, Shijiazhuang No.4 Pharmaceutical Co., Ltd. is firmly committed to growing and progressing together with the city’s economic and social development. The company is striving to build itself into an internationally renowned enterprise and brand, consciously integrating itself into the broader trend of building a modern, international, and beautiful provincial capital city. It continuously “renews” its achievements in high-quality development and endeavors to contribute significantly to the city’s economy exceeding one trillion yuan in total output.
Looking to the future, Wu Hengyao stated: “Going forward, Shijiazhuang No.4 Pharmaceutical will align with the competitive development of our city’s biopharmaceutical industry, take proactive measures, and step up to the plate. We will lay a solid foundation for high-quality, green development through even more pragmatic actions, and make our contribution to helping our city’s biopharmaceutical industry achieve a breakthrough ahead of others.”
Currently, the Municipal Party Committee and the Municipal Government are firmly committed to fully, accurately, and comprehensively implementing the new development philosophy. They are actively working to build a modern industrial system characterized by green, low-carbon, and circular development, with a focus on fostering more than five trillion-yuan-level industrial clusters—including biopharmaceuticals. To support enterprises in continuously achieving new breakthroughs in green, low-carbon, and circular development, a series of policies and measures have been formulated and introduced. Shijiazhuang Fourth Pharmaceutical has, through concrete actions, forged a new path for transformation and upgrading, making valuable explorations and practices in green and low-carbon development. This fully demonstrates the pharmaceutical company’s strong sense of social responsibility and commitment, setting it as a “benchmark” within the industry.
“Green and low-carbon development is crucial to ensuring the high-quality economic growth of our city. Moreover, green and low-carbon development has no ‘final stage’—it’s an ongoing process. We must unswervingly implement the arrangements and deployments made by the Municipal Party Committee and the Municipal Government, and accelerate the establishment of a modern industrial system characterized by green, low-carbon, and circular development.” Officials from municipal departments and park management agencies expressed their commitment that, under the strong leadership of the Municipal Party Committee and the Municipal Government, they will further enhance their “shop assistant” mindset in serving enterprise development and project construction, earnestly carry out the city’s series of policies and measures designed to benefit businesses, strengthen communication and coordination with enterprises, provide thorough policy interpretation and publicity, and ensure that enterprises fully reap the benefits of these policies. They also pledged to comprehensively improve the efficiency of government services, proactively offer coordinating support, and do everything possible to help enterprises resolve their difficulties and challenges. Finally, they committed to effectively implementing scientific, precise, and law-based pollution control measures, thereby achieving an organic integration of economic, social, and ecological benefits.
“Many hands make light work.” Green and low-carbon development has become one of the “required courses” for most enterprises in our city today, and it is our shared responsibility to put green and low-carbon development into practice. Looking ahead, we hope that more enterprises in our city will actively draw on the experience of Shijiazhuang Sihua Pharmaceutical, vigorously promote innovative development, green development, and high-quality development, and make new contributions to our city’s high-quality development and to achieving the goal of exceeding one trillion yuan in total economic output at an early date. Let us greet the successful convening of the 20th National Congress of the Communist Party of China with outstanding achievements!
Move forward step by step toward “green” – and you’ll go far!
