On the afternoon of July 14, Zhang Chaochao, Secretary of the Municipal Party Committee, held a working meeting with Jin Nengming, Secretary of the Party Committee of China Pharmaceutical University, and his delegation. During the meeting, the two sides exchanged views and coordinated efforts on deepening university-local cooperation, achieving win-win development, and contributing to the city’s biomedical industry in taking the lead in making breakthroughs.

China Pharmaceutical University is the first higher education institution for pharmacy established by the Chinese government in the history of our country. It is a multidisciplinary, research-oriented university with pharmacy as its signature discipline. The pharmacy discipline cluster—led by pharmacy and traditional Chinese medicine—has consistently maintained a leading position nationwide and is renowned as the “cradle of China’s biopharmaceutical talent.” In 2017, the university was designated as one of the institutions under the national “Double First-Class” initiative. Jin Nengming and his delegation came to Shijiazhuang this time to conduct research, carry out field investigations, and explore cooperation between the university and local authorities.

Zhang Chaochao, on behalf of the Municipal Party Committee and the Municipal Government, warmly welcomed Jin Nengming and his delegation, and provided an overview of Shijiazhuang’s economic and social development. He noted that this year marks the 20th National Congress of the Communist Party of China, as well as a pivotal year for Shijiazhuang—a year in which the city’s total economic output is set to surpass one trillion yuan, enabling it to achieve a remarkable leap forward. Throughout the city, all sectors are firmly guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, continuously fueling a vigorous learning campaign centered around “Letting the People Live Better Lives—Xi Jinping’s Footsteps in Zhengding.” We are deeply implementing the Party Central Committee’s important directives: “We must contain the epidemic, stabilize the economy, and ensure secure development,” and earnestly carrying out the deployment requirements of the Provincial Party Committee and Provincial Government. By efficiently coordinating epidemic prevention and control with economic and social development, we are accelerating the construction of a modern, international, and beautiful provincial capital city and striving to establish Shijiazhuang as a regional central city within the Beijing-Tianjin-Hebei world-class urban agglomeration, with the capital as its core. From January to May of this year, the city’s major economic indicators have continued to post double-digit growth. Shijiazhuang boasts a solid foundation for industrial development. Taking into account factors such as resource endowments and development prospects, the Municipal Party Committee and Municipal Government have made strategic decisions to spearhead breakthroughs in two key industries—the next-generation electronic information and biopharmaceuticals—and to build more than five industrial clusters each worth over 100 billion yuan. In the biopharmaceutical sector, we are expediting the construction of the Shijiazhuang International Biopharmaceutical Industry Park, thereby rapidly scaling up the biopharmaceutical industry. At the same time, our city is vigorously pursuing a talent-strengthening strategy. At the city-wide conference on high-quality development of science, technology, education, and health, we clearly stated our intention to optimize the spatial distribution of educational and medical resources, creating influential regional education and healthcare centers. It can be said that the cooperation between our two sides rests on a solid developmental foundation and enjoys ample practical conditions. China Pharmaceutical University has long been renowned as the “cradle of Chinese biopharmaceutical talent.” We hope that both sides will deepen pragmatic cooperation in areas such as scientific and technological innovation, achievement transformation, and talent cultivation, building a mutually beneficial and win-win platform and jointly pursuing high-quality, leapfrog development. We welcome everyone to take more walks and explore Shijiazhuang, offering valuable insights and suggestions for the development of Shijiazhuang’s biopharmaceutical industry. Jin Nengming introduced the development status of China Pharmaceutical University and expressed his appreciation for our city’s vigorous promotion of the biopharmaceutical industry and its efforts to build the Shijiazhuang International Biopharmaceutical Industrial Park. He noted that Shijiazhuang boasts a strong industrial foundation and an abundance of scientific research talent, thanks to the presence of numerous renowned pharmaceutical companies such as North China Pharmaceutical Group, Shiyao Group, Shijiazhuang Fourth Pharmaceutical, Yiling Pharmaceutical, and Shenwei Pharmaceutical, all of which offer promising prospects for future growth. Mutually beneficial and win-win cooperation is the crucial foundation for establishing a long-term strategic partnership between the university and the local community. The purpose of this visit to Shijiazhuang for research and inspection is to deepen talent cooperation between the university and the local area, establish a collaborative education mechanism, explore new models of cooperation, and engage in more profound collaboration. China Pharmaceutical University hopes that both sides will pinpoint their cooperative “targets,” set up interactive mechanisms, ensure seamless integration, and take the integrated development of government, academia, research, and industry to a new level.
