On June 17, Dong Mingzhi, a member of the Standing Committee of the Cangzhou Municipal Party Committee, Secretary of the Party Working Committee of the Bohai New Area, and Secretary of the Huanghua Municipal Party Committee, conducted a research and supervision visit to oversee the development and construction of the Cangzhou Port-Industrial Economic and Technological Development Zone. He also visited enterprises such as Hebei Guangxiang Pharmaceutical Co., Ltd. of Shijiazhuang Siyao Group to gain an in-depth understanding of their production, operations, and development status.

He also visited enterprises such as Hebei Guangxiang Pharmaceutical Co., Ltd. of Shijiazhuang Sihua Pharmaceutical Group to gain an in-depth understanding of their production, operations, and development status. Gong Jianjun, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Cangzhou Bohai New Area, as well as Deputy Secretary of the Huanghua Municipal Party Committee, Vice Mayor, and Acting Mayor, accompanied Dong Mingdi on this research and supervision tour.
At Guangxiang Pharmaceutical, Dong Mingxiao carefully inquired of Wu Hengyao, President of Shijiazhuang No.4 Pharmaceutical Group, and Cui Yongbin, Chairman of Guangxiang Pharmaceutical, about matters such as safe production, market development, scientific research and innovation, and strategic planning. Dong Mingxiao praised Guangxiang Pharmaceutical’s remarkable achievements in accelerating the dual circulation—both domestically and internationally—by leveraging Shijiazhuang No.4 Pharmaceutical’s industrial development advantages, seizing opportunities presented by the coordinated development of the Beijing-Tianjin-Hebei region, and employing innovation-driven strategies and capital operations.
Dong Mingdi emphasized that the Lingang Economic and Technological Development Zone, as a national-level development zone, is a golden brand for attracting foreign investment and fostering domestic economic growth. We must adhere to high-end, green-led development, focus on smart, low-carbon growth, adjust and optimize industrial layouts, consolidate our strengths in green petrochemicals, new materials, and biopharmaceuticals, and drive the transformation and upgrading of traditional industries. We must uphold innovation-driven, green, and high-quality development, taking project construction as the core, making every effort to advance key project construction, and focusing on building, extending, supplementing, and strengthening industrial chains to promote intensive development of industrial clusters. We should make good use of the Beijing-Hebei “joint construction, joint management, and shared benefits” model, continuously attract scientific and technological innovation resources, amplify the attraction effect of collaborative innovation platforms, accelerate the commercialization of scientific and technological achievements within the park, and continue to take the lead among cities and provinces in the coordinated development of the Beijing-Tianjin-Hebei region.
Dong Mingdi called for further enhancing the construction of an intelligent platform for accident prevention and emergency management, strengthening efforts in safe production and ecological protection, firmly establishing the concept of safe development, strictly implementing the responsibility system for safe production, intensifying the identification and rectification of safety hazards, and ensuring that the situation of safe production continues to improve. It is also essential to continuously optimize the business environment, implement policies for enterprises entering the park, and provide “nanny-style” and “one-stop” services to enterprises and projects that have signed agreements and settled in the park. Moreover, we must strengthen infrastructure development, improve the supporting facilities of chemical parks, focus on enhancing the parks’ capacity to accommodate businesses, and make every effort to promote the high-quality, leapfrog development of the Lingang Economic and Technological Development Zone.
