Today, the Shijiazhuang Municipal Government held the inaugural meeting for its think tank. Twenty top domestic experts, including Wu Yiling, an academician of the Chinese Academy of Engineering and a renowned expert in traditional Chinese medicine cardiovascular diseases, were appointed as specially-appointed experts to the Shijiazhuang Municipal Government’s think tank. Additionally, twenty other prominent domestic experts, including Su Xuejun, Chairman of Shijiazhuang Sihua Pharmaceutical Co., Ltd. and a senior-level engineer, were appointed as the first batch of advisory experts to the Shijiazhuang Municipal Government’s think tank.

Currently, Shijiazhuang is at a critical juncture in accelerating the construction of a modern, international, and beautiful provincial capital city. The year 2021, which is coming to an end, was an exceptionally remarkable year in Shijiazhuang’s development journey. In particular, following the convening of the city’s 11th Party Congress, the Shijiazhuang Municipal Party Committee and Municipal Government set forth the ambitious goal of achieving seven major leaps forward and raising the city’s total economic output beyond one trillion yuan. Amidst tackling tough challenges, they have opened up new horizons in all aspects of economic and social development, overcome numerous ideological, institutional, and systemic barriers that had long hindered progress, broken through many entrenched interests, removed numerous obstacles and stumbling blocks on the path ahead, and resolved many issues that had long been desired but remained unresolved. Shijiazhuang has now reached a brand-new historical starting point. At such a pivotal moment, there is an especially urgent need for scientifically sound decision-making guidance, high-level intellectual support, and the pooling of wisdom from all sectors—concentrating our efforts to effectively address the challenges we face, the concerns arising from our development, and the uncertainties accompanying our transformation, thereby injecting fresh intelligence and adding new wisdom into the accelerated construction of a modern, international, and beautiful provincial capital city.
Intellectual resources are the most valuable of all resources. Shijiazhuang City will fully support and safeguard the think tanks in carrying out their various tasks, proactively engage with them, humbly seek their advice, and carefully listen to the opinions and suggestions of their experts. Together, we will build the municipal government’s think tank into a renowned, effective, and impactful center of thought and advisory expertise—gathering wisdom, pooling intelligence, and uniting efforts—to drive high-quality economic and social development across the city.
Currently, Shijiazhuang City is experiencing robust momentum in the development of various undertakings. In terms of industry, the city is vigorously promoting breakthroughs in two key sectors—biopharmaceuticals and next-generation electronic information—and is making every effort to build five industrial clusters each worth over 100 billion yuan. In urban development, Shijiazhuang adheres to the principle of "reducing activities within the Second Ring Road while multiplying efforts outside it," vigorously implementing a river-adjacent development strategy and high-quality constructing the Hutuo River ecological economic belt, thereby continuously expanding the city’s development space. In the realm of innovation, the city is actively deploying three major mechanisms: joint research on critical core technologies, public services in central innovation zones, and “brokers” for the commercialization of scientific and technological achievements—working wholeheartedly to bridge the “last hundred meters” in bringing scientific and technological innovations to practical application. Shijiazhuang City hopes that all experts, drawing on their professional expertise, will focus their research on issues of practical governance, conducting long-term, in-depth, and ongoing studies on the key, difficult, topical, focal, and critical challenges facing Shijiazhuang’s reform and development. Talent is the primary resource for building a new type of think tank—it represents the think tank’s core competitiveness and is the single most critical factor determining its influence.
