The Provincial Science and Technology Awards Ceremony Was Held—On the morning of May 30, the Hebei Province Science and Technology Awards Ceremony, held to celebrate “National Science and Technology Workers’ Day,” took place in Shijiazhuang. Amidst cheerful music, Qu Jiguang from our company stepped onto the podium and received the First-Class Certificate for the Provincial Science and Technology Progress Award from Wang Dongfeng, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress. This milestone marks another significant leap forward in our company’s efforts to promote scientific and technological progress. The meeting was chaired by Xu Qin, Deputy Secretary of the Provincial Party Committee and Governor of the province. Attending the ceremony were provincial leaders Ye Dongsong, Liang Tiangeng, Tong Jianming, Fan Zhaobing, and Duan Huijun. Zhao Yide, Deputy Secretary of the Provincial Party Committee, read out the "Decision on Commending the Outstanding Science and Technology Workers of the 10th Hebei Province."

On the morning of May 30, the Hebei Province Science and Technology Awards Ceremony and the celebration event for “National Science and Technology Workers’ Day” were held in Shijiazhuang. Amidst cheerful music, Qu Jiguang from our company stepped onto the podium and received the First-Class Certificate of the Provincial Science and Technology Progress Award from Wang Dongfeng, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress. This marks another significant milestone in our company’s efforts to advance scientific and technological progress.

Xu Qin, Deputy Secretary of the Provincial Party Committee and Governor, presided over the meeting. Provincial leaders Ye Dongsong, Liang Tiangeng, Tong Jianming, Fan Zhaobing, and Duan Huijun attended the meeting. Zhao Yide, Deputy Secretary of the Provincial Party Committee, read out the “Decision on Commending Outstanding Science and Technology Workers of Hebei Province in the 10th Session,” while Xu Jianpei, Vice Governor, read out the “Decision of the People’s Government of Hebei Province on the 2017 Hebei Province Science and Technology Awards.”

At the meeting, Wang Dongfeng presented the certificate to Sun Chenhua, the recipient of the 2017 Hebei Province Outstanding Contribution Award in Science and Technology. Together with other provincial leaders attending the event, Wang Dongfeng also presented certificates to representatives of the Hebei Province Natural Science Award, the Technical Invention Award, and the Science and Technology Progress Award, as well as to representatives of the 10th Hebei Province Outstanding Science and Technology Workers.

The project—establishing and applying a quality-control technology system for soft-packaged large-volume infusions, organized and completed by the company’s research team—has undergone more than ten years of comprehensive and systematic research and development. It has achieved a perfect integration—from the preparation and cleaning of polypropylene soft packaging to the formulation, filling, sealing, and clinical use of infusions—realizing fully enclosed, high-quality, environmentally friendly, and integrated technological innovation. This has effectively enhanced the safety of infusions and their pharmaceutical packaging materials. As a result, soft-packaged infusion products have been widely promoted and applied, earning the trust of medical institutions both domestically and internationally.

The project has achieved four original breakthroughs: a one-step process technology for manufacturing bottles (bags) from polypropylene; clean negative-ion air washing technology; a combined technique featuring negative-pressure, sealed-loop feeding and clean hot-air blowing; and newly developed dual-valve upright polypropylene infusion bags and dual-chamber bag infusions—all of which are novel soft-packaging infusion products. These innovations have significantly enhanced product quality and clinical efficacy, bringing the project’s technological level to an internationally leading position.

In his speech, Wang Dongfeng, on behalf of the Provincial Party Committee and the Provincial Government, extended warm congratulations to the advanced units and individuals honored and rewarded, and extended sincere greetings and high respect to science and technology workers who have been diligently working on all fronts across the province. He pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to scientific and technological innovation, making strategic decisions to build an innovative nation and become a world-leading scientific and technological power. Under the guidance and impetus of these decisions, China’s scientific and technological endeavors have intensified their efforts and accelerated their progress, achieving historic, comprehensive, and paradigm-shifting transformations and opening up new horizons for China’s innovative development. General Secretary Xi Jinping’s important speeches at the 19th Academician Conference of the Chinese Academy of Sciences and the 14th Academician Conference of the Chinese Academy of Engineering were characterized by their visionary insight, overall perspective, profound thinking, and rich content. They have charted the course forward and provided fundamental guidelines for building China into a world-class scientific and technological power. All departments, levels, and units across the province must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions and the spirit of the 19th National Congress of the CPC. They must fully recognize the great significance of promoting scientific and technological innovation, further align their thinking and actions closely with the major decisions and deployments of the Party Central Committee, accelerate efforts to address Hebei’s shortcomings in scientific and technological innovation, and promptly embark on the path of innovation-driven development, achieving new and greater successes in innovative development, green development, and high-quality development.

Wang Dongfeng emphasized the need to intensify efforts in scientific and technological innovation and use high-quality technological supply to underpin the building of a modern economic system. We must firmly regard innovation as the primary driving force behind development, focus on enhancing the quality and efficiency of development, take supporting supply-side structural reform as the main thread, and prioritize improving the quality of the supply system. We should carefully organize and implement the Three-Year Action Plan for Scientific and Technological Innovation, placing particular emphasis on scientific research and development as well as the commercialization of scientific and technological achievements. We must vigorously build platforms for scientific and technological innovation, strive to create a collaborative innovation community in the Beijing-Tianjin-Hebei region, make every effort to develop Xiong'an New Area into a smart city and a global innovation hub, and vigorously promote industrial technological innovation and develop strategic emerging industries, thereby continuously strengthening Hebei’s economic capacity for innovation and competitiveness. We must foster and expand the ranks of innovation entities, combining this with the “Double Innovation and Double Service” campaign to accelerate the growth of high-tech enterprises, technology-based small and medium-sized enterprises, industrial technology innovation alliances, new R&D institutions, and makerspaces. We should comprehensively deepen reforms of the science and technology system, enhancing the vitality and momentum of innovation-driven development. We must strengthen talent development, vigorously implement the “Talent-Driven Hebei” initiative, and coordinate efforts in talent cultivation, talent recruitment, talent utilization, talent evaluation, entrepreneur development, and the creation of an innovative environment, thus stimulating the enthusiasm of scientists and engineers for innovation and entrepreneurship.

Wang Dongfeng emphasized that Party committees and governments at all levels across the province must place technological innovation in a prominent position in their overall work, strengthen organizational leadership, increase investment, ensure effective implementation of policies, reinforce supervision and assessment, and show greater care and concern for scientific and technological workers. Together, we should foster a strong social atmosphere that respects science and technology and supports innovation. Science and Technology Associations at all levels throughout the province should fully play their role as bridges and links, consistently serving scientific and technological workers, supporting innovation-driven development, enhancing the public’s scientific literacy, and providing scientific advice to the Party and government. They should unite and guide the vast number of scientific and technological workers to enthusiastically engage in technological innovation. All scientific and technological workers must strengthen their “four consciousnesses,” firmly uphold their “four self-confidences,” and firmly establish the mindset of using innovative science and technology to serve the country and benefit the people. They should vigorously promote the great spirit of creation and the spirit of struggle, consciously stand at the forefront of innovation and development, boldly seize the commanding heights of scientific and technological innovation, and contribute more and better scientific and technological achievements to building an innovative Hebei Province.

Xu Qin pointed out that science and technology underpin development, and innovation paves the way for the future. All levels across the province must deeply study and implement General Secretary Xi Jinping’s strategic thinking on scientific and technological innovation, elevate their political awareness, and place scientific and technological innovation in an even more prominent strategic position. Following the requirements of Secretary Wang Dongfeng, we must advance the innovation-driven development strategy with a strong sense of responsibility and urgency—recognizing that “the situation compels us, challenges compel us, and our mission compels us.” We must adopt a down-to-earth approach to ensure rigorous implementation of our work. Taking as motivation the fact that our province has been recognized by the State Council for its remarkable achievements in improving local scientific research infrastructure, optimizing the innovation environment, promoting the transfer and commercialization of scientific and technological outcomes, and effectively implementing major national policies on scientific and technological reform and development, we should make good use of national reward and support policies, vigorously carry out the Three-Year Action Plan for Scientific and Technological Innovation, and focus on building innovation platforms, nurturing innovation entities, developing innovation hubs, and accelerating the commercialization of scientific and technological achievements. This will ensure that the deployment of scientific and technological innovation made by the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government is fully implemented and takes effect. We must deepen reforms of the science and technology system, further advance reforms such as incentive mechanisms for scientific and technological personnel and systems for distributing income from technology transfer, strengthen coordination with fiscal, tax, financial, and industrial policies, and carry out the “Double Innovation and Double Service” campaign in greater depth, striving to open up a new chapter in the construction of an innovative Hebei Province.
