Representative Su Xuejun suggested, “We should fully leverage the scientific and technological resources of Beijing and Tianjin, take on the transfer of the pharmaceutical industry from these two cities, and promote high-quality development of our province’s pharmaceutical industry.” This was the suggestion made by Su Xuejun, President of Hebei Guangxiang Pharmaceutical Co., Ltd., part of the Shisi Pharmaceutical Group. Representative Su Xuejun noted that in recent years, our province’s pharmaceutical industry has made positive progress in restructuring and shifting its development model; however, compared with other provinces that are strong players in the domestic pharmaceutical industry, our province’s development remains relatively lagging. Most of our province’s pharmaceutical companies have few innovative talents, low R&D investment, weak innovation awareness, and insufficient innovation capabilities. Against the broader backdrop of coordinated development among Beijing, Tianjin, and Hebei, our province should strive to become a key destination for the transfer of the pharmaceutical industry and pharmaceutical technology from Beijing and Tianjin.

Representative Su Xuejun stated that in recent years, our province’s pharmaceutical industry has made positive progress in restructuring and shifting its development model. However, compared with other provinces that are strong players in the domestic pharmaceutical industry, our province’s development still lags behind. Most of our province’s pharmaceutical enterprises have a shortage of innovative talent and low R&D investment, coupled with weak innovation awareness and insufficient innovation capabilities. Against the broader backdrop of coordinated development among Beijing, Tianjin, and Hebei, our province should strive to become the preferred destination for the relocation of the pharmaceutical industry from Beijing and Tianjin as well as for the commercialization of pharmaceutical scientific and technological achievements. We should support the development model of “R&D in Beijing and Tianjin, industrialization in Hebei,” thereby maximizing the exploration and utilization of the scientific and technological resources available in Beijing and Tianjin.
Su Xuejun, on behalf of the delegation, suggested that the government, enterprises, and investors should actively launch investment promotion activities targeting pharmaceutical projects in Beijing and Tianjin. Investors should be encouraged to make venture investments in promising pharmaceutical research and innovation projects undertaken by enterprises, research institutions, and universities in Beijing and Tianjin. At the same time, the government should provide strong support for R&D and innovation projects carried out by pharmaceutical enterprises, thereby boosting the enthusiasm of innovation actors and accelerating our province’s transformation from a large pharmaceutical-producing province to a powerful pharmaceutical province.
