The meeting interpreted the “Opinions Issued by the General Office of the CPC Central Committee and the General Office of the State Council on Comprehensively Strengthening Safety Production of Hazardous Chemicals,” and made arrangements for relevant work to prevent production safety accidents in chemical enterprises during the recent period of epidemic prevention and control and intensive resumption of work and production.
The meeting emphasized that we are currently at a critical stage in both epidemic prevention and control as well as resuming work and production. It emphasized the need to enhance data analysis and in-depth examination of typical cases, truly gaining a clear understanding of the situation, pinpointing problems accurately, identifying appropriate countermeasures, and earnestly shouldering the political and legal responsibilities for preventing and controlling major safety risks. We must rigorously implement the “three musts” regarding departmental regulatory responsibilities, draw on beneficial practices from some localities in innovating safety supervision and safety services, and make greater efforts in precision enforcement and precision service delivery. We should thoroughly identify and address major safety hazards and strengthen preventive measures and risk mitigation efforts. It is essential to strictly enforce safety measures for resuming work and production, adopt differentiated safety supervision based on regional and industry-specific classifications, and urge enterprises to earnestly assume their primary responsibilities. We should combine positive incentives with negative sanctions, and firmly uphold the safety bottom line.
