To implement the decisions and deployments of the Party Central Committee, the State Council, and the provincial Party committee and provincial government regarding COVID-19 prevention and control, proactively maintain market order, resume work and production in an orderly manner, and achieve dual victories in epidemic prevention and control as well as economic and social development, on February 14, Shijiazhuang Sihua Pharmaceutical Co., Ltd. and 63 other enterprises that have received the Hebei Provincial Government Quality Award jointly issued a Joint Initiative for Fighting COVID-19 to enterprises across the province (hereinafter referred to as the “Initiative”).
To implement the decisions and deployments of the Party Central Committee, the State Council, and the provincial Party committee and provincial government regarding COVID-19 prevention and control, proactively maintain market order, resume work and production in an orderly manner, and achieve dual victories in both epidemic prevention and control and economic and social development, on February 14, Shijiazhuang Sihua Pharmaceutical Co., Ltd. and 63 other enterprises that have received the Hebei Provincial Government Quality Award jointly issued a joint initiative to enterprises across the province (hereinafter referred to as the “Initiative”).
The initiative proposes that we should keep the bigger picture in mind and demonstrate a strong sense of mission and responsibility. As a vital force in both COVID-19 prevention and control and in continuously promoting high-quality economic and social development, enterprises must earnestly implement the important instructions of General Secretary Xi Jinping on doing a good job in epidemic prevention and control. They must resolutely obey the unified command, coordination, and dispatch of the Party Central Committee, and effectively align their thinking and actions with the decisions and deployments of the Party Central Committee and the State Council as well as the prevention and control requirements set forth by Party committees and governments at all levels. By adopting resolute, scientific, rigorous, and effective prevention and control measures, enterprises must ensure that responsibilities are assigned to specific posts and individuals, truly fulfilling their duties of safeguarding their own territories, taking full responsibility for their territories, and fully living up to their responsibilities. In doing so, they will showcase the positive image and sense of responsibility of Hebei’s enterprises.
The initiative proposes adhering to rules and resuming work and production in an orderly manner. We must follow the coordinated arrangements made by Party committees and governments at all levels, resume normal production in a regulated and orderly fashion, develop scientific prevention and control plans, conduct comprehensive surveys and registration of employees returning to work, implement categorized management, establish employee rosters, and ensure thorough recording, monitoring, and registration of personnel, as well as the cleaning and disinfection of production workshops and public areas. We should care for the health of employees by providing disinfectants, thermometers, and other necessary supplies, distributing appropriate protective gear, and ensuring adequate catering services. Regarding issues such as raw material supply, warehousing and logistics, allocation of technical personnel, safe production, and quality control, we must adopt scientifically sound scheduling, make reasonable arrangements, and organize activities in an orderly manner, taking into account local conditions and time-specific factors. This will help prevent problems arising from inadequate preventive measures, poor employee health, equipment malfunctions, or deficiencies in safety management.
The initiative proposes that we must uphold quality and safeguard market order, regarding quality as our very lifeline. Especially as epidemic prevention and control enters a critical phase, we must further refine our quality assurance system, enhance our capacity for quality governance, and implement stringent quality-control measures to ensure stable supply, affordable prices, and uncompromising quality—demonstrating the power of quality through concrete actions. For all products—including urgently needed medicines, protective clothing, and masks—that are essential to epidemic prevention and control, we will refrain from manufacturing or selling counterfeit goods, inflating prices, passing off fakes as genuine, or hoarding supplies. By setting a good example ourselves, we will help maintain market order and price stability, fully guarantee market supply, and wholeheartedly support epidemic prevention and control efforts.
The initiative emphasizes the importance of selflessly giving back and fulfilling social responsibilities. We should promote the spirit of dedication, shoulder our social obligations, and carry forward the fine tradition of “when one side is in trouble, support comes from all directions.” Based on the needs of epidemic prevention and control as well as our company’s actual situation, we should organize and conduct charitable donations through official channels, contributing our company’s care and strength to the best of our ability. We must also strengthen publicity among employees regarding epidemic prevention knowledge, firmly refusing to listen to, believe in, or spread rumors; refraining from participating in negative comments, replies, or dissemination of any false information; ensuring that everyone can fully concentrate on production and operations, and promptly deliver high-quality products and services to the market.
